The Roads Directorate is now seeking to appoint a Director General to lead a competent and effective executive management team that will create, enhance and maintain road network of quality standard which should facilitate the development of economy of Lesotho.


Scope of Responsibility

The Director General (DG) is administratively accountable to the Board of Directors. The DG is the technical, financial and managerial head of the Roads Directorate and the Chief Professional Advisor to the Government on road infrastructure projects. The DG has to review and implement Roads Directorate Act, statutes, ordinances, policies and other statutory documents.


The DG has to ensure that the functions of the Directorate as stated under Section 4 (1) and functions of the Director-General as stated under Section 11 (1) of the Road Directorate Act, 2010 are implemented effectively and efficiently.


Key Performance Areas are to:
• Determine and formulate policies and strategies of the roads sub sector;
• Strategically plan, direct and coordinate execution of the Directorate operations within the terms of performance agreement signed with the Board;
• Review operations and results of the organizational performance;
• Report to the relevant authorities, and represent the Directorate in its dealings with external bodies and stakeholders;
• Direct implementation and achievement of policies and strategies through subordinate Directors and Managers and ensure effective resources acquisition and utilization;
• Manage stakeholder relations and expectations in a manner that will ensure coordinated implementation of economic development programmes.


Qualifications and Experience:
• A university degree in Civil Engineering from a recognized institution plus a Master’s Degree in Highway or Transportation Engineering/ Construction / Project Management or Business Administration and /or Transport Planning and Management.
• Minimum (20) twenty years’ experience in roads administration including at least eight years at a senior management level dealing with contract and project management, administration and complex financial management. Some private sector and international experience in civil engineering works is considered highly desirable.
• Demonstrated experience in change management within both Government and Private Sector and excellent knowledge of corporate services would be a distinct advantage.

Other Required Knowledge & Skills:
Strong leadership, persuasiveness, innovation and strategic thinking skills, planning and organizational skills, excellent people management skills and networking , knowledge of the legal framework in which Government operates; performance management and economic development skills; knowledge of best practice and continuous improvement; well-developed oral and written communication, presentation and public speaking skills; knowledge of the principles of resource management (e.g.human and financial) and the ability to translate into practice including understanding of consultative processes; and understanding of systems, processes and techniques necessary to facilitate good quality and high productivity of services including knowledge of customer service strategies. Creativity in generating revenue for the RD and readiness to work under pressure and meeting targets.


Nature of Employment:
Employment will be on a three (3) years fixed term performance-based contract. Remuneration will comprise a competitive package and incentives commensurate with the demands of the job.

The Roads Directorate was established through the Roads Directorate Act, 2010 as a body corporate with perpetual succession and is a non-profit making public institution. It is responsible to the Board of Directors. It is mandated to manage road infrastructure and ensures that existing roads and access routes are comprehensively and regularly maintained and rehabilitated when required, upgraded and extended in an efficient manner to meet the needs of the economy and the nation at large. The main functions of the Directorate are Road Network Planning; Development and Maintenance; Quality Assurance as well as construction and maintenance of the footbridges.
