Applications are invited from suitably qualified local candidates for the following vacant positions tenable at the Ministry of Energy.


DIRECTOR – ENERGY

Job Summary

The Director is responsible for ensuring the security of energy supply in the country and increasing access to modern forms of energy. The role includes coordinating policy formulation, enforcing compliance with legislation governing the energy sector, making available general information on energy matters, and managing the general administration of the department. The Director also ensures that levies charged on petroleum products as revenue to the government are collected and accounted for.


Main Duties

Administrative Duties

1.0 Overall Administration of the Department
1.1 Supervises and coordinates all staff and activities of the Department of Energy.
1.2 Prepares detailed work plans and guidelines for Divisional Heads.
1.3 Prepares the annual budget of the department; implements budget control measures within the department and takes action to enhance revenue collection and control expenditure.
1.4 Determines overall training needs of the staff and initiates and coordinates training programmes.
1.5 Liaises with local and international energy sector institutions on a regular basis.
1.6 Organizes meetings, workshops, and seminars on energy matters within the Ministry.
1.7 Consults and liaises with senior staff of the Ministry to ensure proper coordination of development programmes.


Technical Duties

2.0 Security of Energy Supply
2.1 Increases access to electricity and other modern forms of energy and services.
2.2 Initiates and develops new generation capacity in the country.
2.3 Ensures equitable distribution of petroleum products in the country.
2.4 Promotes and strengthens the wide penetration of renewable energy products.
2.5 Formulates and implements policies relating to bio-energy products.


3.0 Formulating Energy Policy and Regulating the Energy Sector
3.1 Reviews and updates the energy policy and national plans on a regular basis.
3.2 Reviews and updates legislation on generation and distribution of electricity, petroleum fuels, and other forms of energy (e.g., solar).
3.3 Provides guidance on safety and the use of petroleum products and other energy forms.
3.4 Ensures that minimum standards are adhered to by energy institutions, businesses, and the public.
3.5 Advises the Principal Secretary on reviews of levels, taxes, and margins charged on petroleum and other energy products.
3.6 Advises the Principal Secretary on reviews of levies and related regulations on energy products.


4.0 Information
4.1 Provides guidance on the quality and type of energy information generated by the department and other energy institutions in the country.
4.2 Promotes the sustainable use of energy.
4.3 Represents the energy sector in local, regional, and international forums.
4.4 Responsible for energy information management and outreach.
4.5 Generates and provides energy reports and statistics to local and external stakeholders.


5.0 Responsibility

5.1 For the Work of Others
The Director is the overall manager of the department and directly supervises the work of three (3) Divisional Heads and the Deputy Director.

5.2 For Government Funds and Property

  • Responsible for the collection of revenue by the department, including oil levy and motor vehicle assurance levy.
  • Accountable for all departmental expenditure and property.
  • Ensures a registry is kept for all departmental assets.

5.3 Other Responsibilities
Represents the Ministry of Energy in two boards: the Petroleum Fund and the Road Fund.


Job Specification

  • Master’s Degree in Natural Sciences or Engineering (Mechanical or Electrical) with 10 years’ experience, preferably in the energy sector, 6 years at senior management level.
    OR
  • Master of Arts in Business Administration or Public Administration with 10 years’ experience, preferably in the energy sector, 6 years at senior management level.
    OR
  • Honours Degree in Natural Resources or Engineering (Mechanical or Electrical) with 12 years’ experience, preferably in the energy sector, 8 years at senior management level.
    OR
  • Bachelor’s Degree in Engineering (Mechanical or Electrical) with 15 years’ experience, preferably in the energy sector, 10 years at senior management level.
