The Land Administration Authority (LAA) invites applications from qualified, competent, and highly motivated individuals to fill the position of Director Cadastral Survey Services.
The position is based in Maseru and requires good spoken and written Sesotho and English. A competitive and market-related remuneration package, including non-contributory benefits, is offered.
Job Scope
The Director Cadastral Survey Services is responsible for providing strategic leadership and regulatory oversight of cadastral surveying and spatial data infrastructure within the Land Administration Authority.
The successful candidate will:
- Regulate professional cadastral surveying practices within the LAA.
- Ensure the availability of official maps.
- Oversee the development and maintenance of the national spatial data infrastructure.
- Ensure compliance with the Land Administration Authority Act, 2010, the Land Act, 2010, the Land Survey Act, 1980, and the Regulations of 1982.
- Ensure cadastral surveys and geospatial information are produced and maintained to high professional, legal, and technical standards.
Key Result Areas
- Provide sound policy advice on cadastral surveying, mapping, and spatial data infrastructure.
- Deliver effective and efficient cadastral survey regulatory services to government, the surveying profession, customers, and the public.
- Plan, resource, monitor, and implement surveying and mapping programmes and projects.
- Lead, develop, and manage a motivated, professional, and disciplined team.
- Prepare and maintain official notices, publications, directives, and guidelines relating to cadastral surveying.
- Promote effective communication and collaboration with stakeholders to ensure compliance with cadastral surveying and spatial data policies.
- Participate actively in the strategic management and direction of the Authority.
Qualifications
Education
Applicants must possess one of the following:
- Diploma in Land Surveying or Geomatics (specialising in Land Surveying).
- BSc in Land Surveying or Geomatics (specialising in Land Surveying).
- An MSc in Land Surveying or Geomatics (specialising in Land Surveying) will be an added advantage.
Experience
Applicants must meet one of the following experience requirements:
- Diploma holders: Minimum of 10 years’ progressively responsible experience in cadastral surveying, mapping, or geospatial management.
- BSc holders: Minimum of 7 years’ progressively responsible experience in cadastral surveying, mapping, or geospatial management.
- National Surveyor or Geomatics applicants: Minimum of 5 years’ progressively responsible experience in cadastral surveying, mapping, or geospatial management.
In addition:
- Experience should include managerial responsibilities.
- Experience working with government agencies, regulatory bodies, or public institutions will be an added advantage.
Knowledge
- Extensive knowledge of cadastral surveying principles and practices.
- Knowledge of spatial data infrastructure and geospatial data management.
- Understanding of mapping standards and surveying legislation.
- Familiarity with modern surveying technologies, GIS, and geospatial information systems.
- Expert knowledge of surveying methods, equipment, geospatial technologies, and mapping systems.
