Purpose of the position

The Digital Health Team Leader will serve as the point of contact for a large-scale digital health program in Lesotho. Reporting to the Managing Director, the Team Leader will provide leadership, vision, strategic guidance and management toward the realization of key program objectives and targets. He/she will be responsible for all aspects of the program, including management and oversight of the program’s support for the integration, extension, and improvement of Lesotho’s health management information system (HMIS), especially the health information architecture at the facility level and across financial systems at the District level.

The Team Leader will provide strategic guidance, facilitate coordination with the client and Government of Lesotho stakeholders and other agencies and institutions, ensure the delivery of high-quality technical support and advance the position of BroadReach as a leader in digital health, interoperability, and data systems engineering. He/she will guide senior technical staff and ensure program quality, responsiveness, alignment with global and national priorities and standards, efficient use of resources, and achievement of results. The Team Leader will have authority within the project team for decisions related to technical, management, and resource allocation and personnel issues. In carrying out these responsibilities he/she will work in partnership with donor representatives and national and local government agencies and officials, national and community-level civil society organizations, project partners, and project staff.

The position is contingent upon funding.

Key Accountabilities

  • Provide overall direction for the project’s development and implementation, with technical oversight for all project components and tasks.
  • Serve as the primary point of contact and ensure strong collaboration with the client, government counterparts, non-governmental health care providers such as the Christian Health Association of Lesotho (CHAL) and the Red Cross, and other key stakeholders. Maintain high level of communication with client points of contact within concerning technical, programmatic, business and administrative aspects of award.
  • Ensure timely and quality completion of all technical and financial deliverables and reports in accordance with client and national guidelines.
  • Design and lead assessments to document, map and analyze the existing HMIS architecture, equipment, requirements and training needs in all government, CHAL and Red Cross facilities and at the district level.
  • Supervise the work and assess the performance of senior project staff, long- and short-term advisors, and consultants. Manage team dynamics and staff well-being and ensure the work environment fosters diversity, gender equality and inclusion.
  • Manage relationships with partner organizations, including organization of review/planning workshops. Coordinate the roles and activities of staff from partner organizations in implementation in line with BroadReach partnership principles.
  • Support the project team in monitoring the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high-quality work and internal cost control.
  • Coordinate with finance staff to oversee streamlined operational and financial processes and provide financial management capacity building to client organizations. Ensure compliance with the financial and administrative requirements of the award.
  • Maintain up-to-date technical knowledge in digital health, electronic medical records, interoperability standards such as OpenHIE and Fast Healthcare Interoperability Resources (FHIR)
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to BroadReach safety and security policies and plans, including COVID-19 protocols.
  • Represent BroadReach programming, highlighting innovative work. Oversee the development of communication strategies and materials, complying with client and BroadReach branding and marking requirements and procedures.

Qualifications

Essential qualifications  

  • Bachelor’s degree in computer science, health informatics, software engineering, data science or other relevant discipline.

Desirable qualifications

  • Master’s degree in computer science, health informatics, software engineering, data science or other relevant discipline.

Experience & Skills

  • Minimum of 10 years of experience designing and implementing complex interoperable health information systems
  • Minimum of 5 years of experience in managing complex interoperable health information system projects, including management of technical experts
  • Experience assessing health information systems, collecting data and writing succinct and highly visual assessment reports
  • Knowledge of health informatics and interoperability standards (such as HL7, FHIR, IHE, LOINC, ICD-10, etc.)
  • A detailed understanding of web/internet application standards, hardware and software technologies
  • An understanding of network equipment (i.e., LAN/WAN)
  • Experience with electronic medical health records and referral systems
  • Ability to convey complex digital health, interoperability and HIE concepts to non-technical stakeholders
  • Experience in training technical and non-technical staff on IT systems
  • Understanding of international public health, with direct experience working with the health system in Lesotho preferred
  • Demonstrated ability to manage donor funded projects, including financial, human resource, compliance and quality assurance components with preference given to candidates with knowledge of Millennium Challenge Corporation (MCC) rules and regulations
  • Strong verbal and written skills (English)
  • Ability to travel locally and internationally
