One to One Africa is a South African-registered non-profit organization that works with vulnerable and traumatised families, helping to transform the lives of those affected by disease, vulnerability and disability. The charity has been working in Africa for more than 15 years, in partnership with local organisations. It focuses largely on issues surrounding HIV/AIDS and has facilitated significant improvements in access to treatment and quality of care throughout Southern Africa.

In South Africa, half of child deaths occur within the first month of life and 24% of pregnant mothers are HIV positive. The Enable project targets the most vulnerable – expectant mothers and children up to the age of five through door-to-door visits. One to One Children’s Fund empowers local women in the Nyandeni District, many of them HIV positive, equipping them with skills and knowledge to carry basic health checks.

One to One Africa seeks to appoint a Digital Health Officer for the Enable Programme in Nyandeni Municipality, Eastern Cape. The Digital Health & Data Quality Officer will be based in Mthatha and will report to the Impact Manager while also working operationally with the Enable Programme Manager.

The Enable programme seeks to provide home-based care and support for improving child and maternal health, and in particular, preventing mother-to-child transmission of HIV, in the Eastern Cape through the Mentor Mother model.

The Digital Health Officer will be responsible for the coordination of Information management and data quality management of the Enable Project’s mhealth data transitioning to digitization in the Nyandeni sub-district of the Eastern Cape.

KEY RESPONSIBILITIES:
Support with the implementation of the Enable mobile health (mHealth) system and continued transition to the digitized data collection system.
Ensure effective and efficient data collection by community health workers utilising the Enable applications, Onako and Yeyethu.
Responds efficiently and provides end user technical support, documents effectively, timeously and provides feedback to end users.
Ability to troubleshoot and resolve challenges experienced with the end user and works to provide review and improvements to the end user and client experience.
Conducts periodic review of data and quality checks of CommCareHQ data, signals and flags gaps in the data and potential data quality issues and provides detailed feedback.
Responsible for data clean up and verification checks on CommCareHQ, data quality amongst end users at community level to ensure accurate reporting. Support the preparation of weekly user activity reports and monthly improvement plans and reviews these with staff at monthly meetings.
Reviews worker activity and supervisor monitoring reports to assess and identify possible causes of potential bottlenecks in mHealth implementation. Works closely with managers to identify and implement action plans to ensure effective use of the mHealth application.
Plans with programme team and provides Mhealth, CommCareHQ and M&E system related orientation, training, refresher training and on-going mentoring and coaching for new staff and relevant programme stakeholders.
Provides monthly in-field support to end users. Proactively plans with supervisors, site managers and programme manager a SWOT analysis and progress reports related to end user and client experience.
Liaises with the programme and site managers in the analysis and interpretation of reports and drafts action plans to address implementation challenges and data quality issues.
Contribute towards and support the regular review of Monitoring and Evaluation plans, Data Quality plans, tools and other documents such as results frameworks and reporting templates.
KEY REQUIREMENTS:
EDUCATION AND EXPERIENCE
Relevant tertiary qualification in health, health system strengthening or community development; data quality and/or monitoring & evaluation training and certification is required. Experience and/or training on CommCareHQ, DHIS or any DOH (TIER.NET) or other database is required. Two years’ experience in data verification and quality assurance. Experience with data collection using mobile phone technology, end user support and data quality assurance, analysis and reporting
Valid driver’s license is desirable.
LANGUAGE SKILLS
Ability to extract, analyse, and interpret general health system information and reports.  Ability to effectively prepare information and respond to questions from programme staff, managers and community team leaders. Must be fluent in isiXhosa and English.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as percentages as well as basic statistical calculations: Performance and feedback, targets vs. actuals, gauging developments.
COMPUTER SKILLS
To perform this job successfully, an individual should be computer literate and have knowledge of electronic device applications and databases as a core function; Microsoft Excel, Word and PowerPoint.
Experience with COMMCARE, DHIS and TIER.net will be highly advantageous
Annual salary range is R260 000 – 280 000 TCTC, depending on skills and experience.
