Introduction
The Ministry of Finance and Development Planning has received financing from the African Development Fund towards the cost of the Institutional Support Project for Debt and Expenditure Management (ISPDEM) and intends to apply part of the proceeds for the position of Diagnostic Assessment Of The Project Cycle, Public Sector Investment Committee And Review And Development Of Institutional/Departmental Documents Consultant.
Assignment Objectives
This assignment aims to:
(i) Conduct Public Investment Management Assessment (PIMA), a comprehensive diagnostic assessment of the entire project cycle, identify gaps or limitations in the current way of doing business (operations), and make necessary amendments and enhancements.
(ii) Assist the Government of Lesotho to develop guidelines and criteria-based index in prioritising the PSIP.
(iii) Conduct an organisational review of the Public Sector Investment Committee (PSIC), develop the capacity enhancement program in the core technical areas of Project Appraisal, and propose the restructuring plan and policies.

Invitation for Expressions of Interest
The Ministry of Finance and Development Planning now invites eligible individuals to indicate interest in providing these services. Interested individual consultants must provide information indicating that they are qualified and experienced to perform the services.
The selection criteria include qualifications and experience as stipulated in the ToR.
Interested candidates are required to submit their Expression of Interest (EOI), Curriculum Vitae (CV) together with Educational Certificates to the address below.
Eligibility and Selection Procedure
Eligibility criteria, establishment of the short-list, and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the Use of Consultants,” 2015, which is available on the Bank’s website:
