Position Title: Development Officer

Reports to: Director of Policy and Partnerships, Lesotho.

Location: Maseru, Lesotho

Employee Type: Temporary (5 months)

Position Overview

PIH, Lesotho is seeking a temporary Development Officer who will manage a pipeline of donors and drive diversification of funding and partnerships. The Development Officer will monitor a range of platforms and existing donors to identify funding and partnership opportunities. The will leverage their analytical skills to forecast opportunities and prospective partnerships. Collaborating with various Departments, the Development Officer will lead proposal development, facilitating strong internal communication and collaboration.

Reporting to the Director of Policy and Partnerships, the Development Officer will be joining a national team and will be supported by a larger team of business development, partnership, and grants management experts. This position will be based at the Main Office in Maseru, Lesotho.

Responsibilities include but not limited to:

Prospecting (20%)

  • Utilize sophisticated prospect research techniques, including digital platforms, to identify and understand prospective partners and donors
  • Conduct market research and analysis to identify trends, gaps, and opportunities in the global health landscape, informing strategic decision-making and program development.
  • Compile report of prospective research opportunities and share with Senior Leadership
  • Facilitate development meeting with Senior Leadership to review funding opportunity alignment

Development (60%)

  • Lead proposal development process with assigned proposal development team
  • Lead development of competitive requests for funding, including the production of letters of inquiry and proposals for existing and prospective donors
  • Co-creating situational analysis, work plan, M&E plan, budgeting, and concept note with proposal development team
  • Provide support and capacity building to proposal development team and other relevant staff members on business development best practice
  • Work closely with the Director of Policy and Partnerships to steward prospective partnerships

Administration (20%)

  • Document and disseminate lessons learned, best practices, and success stories from business development efforts to inform future strategies and initiatives
  • Maintain detailed records of partners, prospecting outcomes, development process, and submission packages

Qualifications Required

  • Masters level (MBA, MPH, MsEc or equivalent)
  • 3-5 years of experience (e.g. resource mobilization, health planning, health financing)
  • Demonstrated experience leading complex planning, partnerships, and/or proposals, preferably in the public health sector
  • Experience working with non-profits, government, and/or donor institutions

Competitive

  • Highly skilled in analytics and information management, with excellent analytical, problem solving, and forecast modeling skills
  • Excellent communication and presentation skills with the ability to write in a clear and concise manner
  • Ability to think strategically and work proactively in a time-sensitive, fast-paced environment
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information
  • Excellent writing skills, including the ability to produce compelling donor proposals.
  • Knowledge of development best resource mobilization and partnership practices and the ability to apply them in innovative ways.
  • Knowledge of local philanthropic landscape and experience working within Lesotho
  • Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and country offices in a complex organization.
  • Strong collaboration and team work skills
  • Ready to work under pressure of tight deadlines for proposal submission
  • IT competency: Teams; Microsoft Office; databases
  • Fluent in English verbally and written.
