TENDER NOTICE
Design & Supervision of Public Toilets and Showers Construction/Rehabilitation
1. Background
The Maseru City Council has secured funding from the Government of Lesotho to:
• Construct new public toilets in high-pedestrian traffic areas
• Construct new public showers at Thibella and Manonyane Bus Stop
• Rehabilitate existing facilities to improve hygiene, accessibility, and durability
Qualified consulting companies are invited to tender for design and supervision services.
2. Scope of Work
A. Design Phase
• Site Assessments
- Survey locations for new facilities (markets, transport hubs, informal settlements)
- Condition assessments of existing toilets/showers
• Technical Designs - Gender-segregated, disability-accessible, and climate-resilient designs
- Water-saving features (e.g., low-flow showers, rainwater harvesting)
- Sustainable materials and vandal-proof fixtures
- Drainage/sewerage integration
• Tender Documents - Prepare construction drawings, BOQs, and bidding documents
B. Supervision Phase
• Oversee construction to ensure compliance with designs
• Monitor quality of materials (e.g., anti-microbial surfaces)
• Handover with O&M manuals for MCC staff
3. Eligibility Criteria
Interested companies must provide:
• Proof of registration with relevant authorities in Lesotho or, for foreign companies, in their home country
• Valid Tax Clearance Certificate
• Valid Maseru Municipal Clearance Certificate
• Minimum of 3 similar WASH (Water, Sanitation, Hygiene) projects in urban settings
• Demonstrated local knowledge of the project area
• International companies must partner with local firms
• Project team must include a sanitation engineer, architect, and public health specialist
4. Submission Requirements
• Technical and Financial Proposals must be submitted in separate sealed envelopes
• Compulsory pre-tender briefing: Friday, 20th June 2025 at 09:00 hrs at MCC Boardroom, followed by a site tour
• Submission Deadline: Thursday, 3rd July 2025 at 12:00 hrs (Lesotho Time)
• Tender Opening: 3rd July 2025 at 12:30 hrs
