Design and Supervision of Works for Maseru Central Park Aquatic Rehabilitation Project

The Maseru City Council (MCC) invites eligible and qualified consulting firms to submit Technical and Financial Proposals for the Design and Supervision of Works for the rehabilitation of Maseru Central Park into a modern Aquatic Park with Water Slides.
1. Scope of Services
Qualified and experienced consulting companies are invited to tender for the following services:
1. Conceptual & Detailed Design
• Masterplan for the aquatic park, including water slides, pools, and ancillary facilities
• Landscaping, drainage, and utility integration
• Compliance with safety, environmental, and accessibility standards
2. Tender Documentation
• Preparation of bidding documents for construction contractors
3. Supervision of Works
• Oversee construction to ensure adherence to design specifications
• Quality control, progress reporting, and contract administration
2. Eligibility Criteria
Interested companies must provide:
• Proof of registration with relevant authorities in Lesotho or, for foreign firms, in their home country
• Notarised Joint Venture agreement (if applicable)
• Relevant experience in aquatic/recreational facility design (minimum of 3 similar projects)
• Audited financial statements for the past two financial years
• Valid Tax Clearance Certificate
• Valid Maseru Municipal Clearance Certificate
3. Pre-Tender Briefing
A compulsory pre-tender briefing will be held on Thursday, 19th June 2025 at 09:00 hrs at the MCC Boardroom, followed by a site tour. Attendance is at the tenderer’s own risk.
4. Submission Requirements
• Technical and Financial Proposals must be submitted in separate sealed envelopes
• Both envelopes must be placed in one sealed envelope clearly marked:
“Design and Supervision of Works for Maseru Central Park Aquatic Rehabilitation Project”
• Submission Deadline: Friday, 20th June 2025 at 12:00 hrs
