TENDER NOTICE
Design and Supervision of:
- Tšosane Dumpsite Stabilisation & Rehabilitation Project
- Tšoeneng Sanitary Landfill Design, Stabilisation, and Long-Term Environmental Design
1. Background
The Maseru City Council (MCC) has secured funding from the Government of Lesotho for the stabilisation and rehabilitation of the Tšosane Dumpsite and the design and supervision of the Tšoeneng Sanitary Landfill and related infrastructure. The project aims to improve environmental safety, waste management, and long-term sustainability. The Tšoeneng Landfill is a critical component in addressing Lesotho’s waste management challenges.
2. Invitation for Tenders
Qualified and experienced consulting companies are invited to submit tenders for:
Design Services
• Comprehensive engineering and environmental design for dumpsite stabilisation and rehabilitation
• Updating of the Environmental and Social Impact Assessment (ESIA) for the Tšoeneng Sanitary Landfill
• Design of Tšoeneng Cell 1 and leachate dam, including advanced infrastructure
• Development of a layout plan for Tšoeneng cells and associated infrastructure
Supervision Services
• Construction supervision, quality assurance, environmental monitoring, and contract management for Tšosane Dumpsite
• Construction oversight, quality assurance, environmental monitoring, and community liaison for Tšoeneng Landfill
3. Eligibility Criteria
Interested companies must provide:
• Proof of registration with relevant authorities in Lesotho or, for foreign companies, in their home country
• Notarised Joint Venture agreement (if applicable)
• Demonstrated experience in waste management, landfill rehabilitation, or similar projects (submit references)
• Audited financial statements for the past two financial years
• Valid Tax Clearance Certificate and compliance with labour laws
• Valid Maseru Municipal Clearance Certificate or receipt
4. Pre-Tender Briefing
A compulsory pre-tender briefing will be held on Monday, 23rd June 2025 at 09:00 hrs at the MCC Boardroom, followed by a site tour. Attendance is at the tenderer’s own risk.
5. Submission Requirements
• Technical Proposal: One original + four copies, clearly labelled “Technical Proposal” + soft copy
• Financial Proposal: One original + four copies, clearly labelled “Financial Proposal: PLEASE DO NOT OPEN” + soft copy
• Submission Deadline: Thursday, 3rd July 2025 at 12:00 hrs
