Request for Expressions of Interest

DESIGN and BUILD – DESIGN REVIEW AND RAHABILITATION OF MOSHOESHOE 1 INTERNATIONAL AIRPORT TERMINAL BUILDING ROOFING, COVERINGS & EXTERNAL GLADING.

The Government of the Kingdom of Lesotho (GOL) has set aside funds towards the cost of procuring Design Build for DESIGN REVIEW AND REHABILITATION OF MOSHOESHOE 1 INTERNATIONAL AIRPORT TERMINAL BUILDING ROOFING, COVERING & EXTERNAL GLADING

Background

The Moshoeshoe I International Airport was commissioned in 1985 as the only gateway into Lesotho meeting required international standards through air transport.

The airport meets the standards of International Civil Aviation Organization (ICAO) for regular use by aircraft of up to Boeing 727 size, the design aircraft whose characteristics were used when the airport was built. The airport is located at latitude of about 29.27.16° and longitude of 27.33.19°, and at an elevation of about 2500meters.

Presently there is an increasing demand for the use of the airport by large cargo aircraft from the neighbouring farming communities in South Africa but due to the limited runway length this demand cannot be met. Therefore, the Government of Lesotho (GOL) is desirous of rectifying this shortcoming by improving the facilities at this airport in the long term.

In 2014, the Department of Civil Aviation undertook a comprehensive Economic Feasibility, Preliminary and Detailed Engineering Design, Environmental and Social Impact Assessment. Tender Documentation for the Moshoeshoe 1 International Airport Improvement works included Modifications to the Terminal Building in cognizance of the Detailed design and Cost estimates for the improvement of passenger terminal and offices comprising the following:

  • Additional Check – In counters on a larger Check – In Hall
  • Dedicated main concourse (separate from Check-In Hall)
  • Additional Concessionaire facilities
  • Improved Customs Clearance area and baggage claim facility.
  • Mother care and Toilets for Physically Challenged
  • Improved V.I.P and V.V.I.P lounges
  • Additional offices for airport regulatory agencies
  • Improved Communication and Airport Security
  • Provisions for Plant Quarantine, Clinic and Airport Detention facilities
  • Additional light weight roof to enhance the experience of the Terminal building.

Detail Design was based on: Maximization of the existing building, modernizing the facilities and using unused areas. The total covered area of the existing building on the ground floor is 4449.5Sq.m. and on the mezzanine, floor is 642.5 Sq.m, to:

  • Provide for smooth, unidirectional, and user-friendly flows for both outgoing and incoming passenger and their baggage having minimum cross flows.
  • Meet requirements of regulatory agencies with improvements in facilitation in terms of time and space management for processing passengers and their respective baggage.
  • Increase number of Office space and their associated facilities for regulatory agencies for efficient handling of passengers and their baggage by 50%
  • Terminal design to satisfy IATA service level Class.

Terms of Reference

The planned improvement works shall comprise of and be limited to the following tasks and their associated works:

  • Design review of the Terminal building improvement works and adaptation of the structural roofing requirements to address the current maintenance shortfalls and projecting into the future the proposed expansion requirements.
  • Alternatively propose a new structural roof design layout that will take into account the future requirement of the proposed improvement works of the entire Airport without having to demolish the proposed roofing structure.
  • Internal and external Gladding of walls and floors
  • Full Functionality of the existing services within and outside the building.

The Ministry of Public Works & Transport (MoPWT), Department of Civil Aviation (DA) through the Department of Building Design Services (BDS), will review and supervise the technical quality of the assignment.

It is required that all firms responding to this request for Expressions of Interest must have a minimum (15) years of relevant design and construction experience in Industrial type structural Steel and concrete buildings exposed to seismic movements of Aircraft equivalent vibrations.

MoPWT-DCA/BDS now invites eligible firms/consortium to express their interest, separately for in providing the required services. Interested eligible firms/consortium must provide information indicating that they are qualified to perform the above required services i.e., brochures, and shall be shortlisted using the following criterion:

  • Relevant experience in works of similar nature,
  • Proposed personnel to undertake the assignment.
  • Proposed Methodology in summary form

Applicants may associate or form joint ventures to enhance their capabilities.

Expressions of Interest [EOls] from prospective firms/consortium should specify the following information:

Evidence of business registration in home country

Profile of the firm/consortium.

Capability profile of all members of the consortium (if applicable);

Proof of Alliances/Partnership (if applicable); and

Financial Standing of the Firm

A firm/consortium shall be selected in accordance with the procedures set out in the terms of the Principal Building Agreement and only three (3) firms/consortium shall be shortlisted for issuance of a detailed scope of works.

Expressions of Interest (One original plus four (4) copies) must be submitted in English in a sealed envelope.

  • Late Bids will be rejected (will not be accepted)
  • Bids will be opened the same day at 12:15 p.m. by the Procurement Committee on Tuesday 28th November 2023 in the presence of Bidders or their representatives who may choose to attend.
  • Bidders are advised that amendments or withdrawals of proposals shall be permitted if they reach the Unit before the closing date.
  • Corrupt Practices are prohibited, and the firm/consortium shall not receive or agree to receive from any person, or offer or agree to give to any person, or procure for any person, any gift or consideration of any kind as an inducement or reward for doing or not doing anything, or for showing favour or disfavour to any person in relation to this expression of interest.
  • The Ministry of Public Works and Transport reserves the right to accept or reject any or all or all tenders for reasons that may be advanced.
  • Terms of Reference will be issued only to shortlisted firms/consortiums only.
