TENDER NOTICE
DESIGN AND INSTALLATION OF FOUNTAIN AT MAKOANYANE SQUARE
The Maseru City Council (MCC) invites tenders from legally registered and suitably qualified companies for the design, installation, and commissioning of a new running fountain at Makoanyane Square in Maseru City. This project aims to enhance the aesthetic appeal of the square, providing a focal point of visual interest in the city.
Maseru City Council is undertaking an urban beautification project at Makoanyane Square. As part of this initiative, MCC seeks to procure a high-quality running fountain that will create an iconic landmark, attract visitors, and provide a serene atmosphere for the community.
OBJECTIVE:
The objective of this tender is to identify a competent contractor for the designing, installation, and commissioning of a new running fountain that meets MCC’s specifications. The fountain should feature adjustable directed high nozzles, solenoid valves, LED fountain lighting, and a PLC music fountain controller for synchronized water movement and lighting effects.
ELIGIBILITY:
• Locally (100%) registered Mosotho/Basotho-owned companies.
• Registered and recognized entities with experience in the design, installation, and commissioning of new running fountains or similar installations.
• Portfolio of completed projects demonstrating relevant expertise.
• References from at least two previous clients within the last three years, confirming the quality of similar installations completed.
CONDITIONS OF TENDERING:
• All tender documents must be valid for a period of 90 days from submission.
• Bidders are required to adhere to all technical specifications provided by MCC.
Any deviation from the specified equipment or requirements may lead to disqualification.
MANDATORY REQUIREMENTS:
• Original bid document and five copies clearly marked “Original” and “Copy” on each.
• Copy of Tax Clearance Certificate.
• Copy of Traders License.
• Municipal Service Fees Certificate or Receipt
• A bid (Tender) Security is required to accompany the bidding document. The amount of bid security shall be equal to M30 000.00 (Thirty Thousand Maloti only) and shall be in the form of Bank Guarantee issued by a Bank operating in the Kingdom of Lesotho and Licensed by the Central Bank of Lesotho (CBL)
• Failure to comply with mandatory requirements will lead to disqualification.
SITE VISIT:
A compulsory pre-tender briefing scheduled for 08th November 2024 at 09:00am. Meeting will be held at MCC Boardroom followed by site tour. Interested bidders are strongly encouraged to attend to familiarize themselves with the installation site and project requirements.
SUBMISSION AND DELIVERY OF BIDS:
All tenders, including the one original and five copies, should be deposited in the Tender Box at the following address:

Tenders must be submitted by 9:30 a.m. on 19th November 2024, and will be opened on the same day at 9:30 a.m. Late submissions will not be accepted.
SALE AND AVAILABILITY OF TENDER DOCUMENTS:
The tender documents shall be available at the MCC Procurement Office, Room 308, third (3rd) floor, Moon Star Complex along Kingsway Road from the 08th November 2024.
Tender documents shall be available at a non-refundable fee of M2500.00. Acceptable payment shall be made to the Maseru City Council Accounts Office.
