Applications are invited from suitably qualified local candidates for the following vacant position tenable at the Southern Division of the High Court in Mohale’s Hoek:

Job Title: Deputy Registrar
Grade: K
Responsible To: Registrar of the High Court
Location: Southern Division of the High Court

Job Summary

Under the general supervision of the Registrar of the High Court, the incumbent is responsible for case management and coordination of court operations.

Main Duties

1. To Administer Case Management
1.1 Convenes and chairs stakeholder meetings for input into development and review of case management policies, standards, and procedures.
1.2 Convenes and chairs case flow management validation workshops.
1.3 Facilitates adoption and implementation of case management policies.
1.4 Formulates strategies for early case disposition (e.g., PTC, ADR, settlement promotion).
1.5 Develops strategies to eliminate and prevent case backlog.
1.6 Coordinates implementation of early disposition strategies.

2. To Manage Courts’ Case Processes
2.1 Establishes systems for coordination among key players in case flow.
2.2 Administers case allocation and hearings for timely disposal.
2.3 Implements case monitoring systems.
2.4 Oversees provision of case management reports.
2.5 Administers taxation of bills of costs.
2.6 Oversees execution of judgments.

3. To Coordinate Provision of Court Services
3.1 Chairs stakeholder meetings for court rules and procedures review.
3.2 Coordinates consolidation of inputs into court rules.
3.3 Oversees implementation and monitoring of court rules.
3.4 Drafts practice directives for the Chief Justice.
3.5 Facilitates dissemination of directives for compliance.
3.6 Coordinates reform proposals for court services.
3.7 Guides Pro-deo management guidelines.
3.8 Guides development of Court Assessor appointment guidelines.

4. To Establish Feasible Options to Enhance Performance
4.1 Manages divisional projects.
4.2 Develops divisional objectives and work plans.
4.3 Aligns staff work plans with departmental goals.
4.4 Conducts biannual staff appraisals.
4.5 Approves departmental training plans.

5. To Handle Grievances and Disciplinary Cases
5.1 Disciplines supervised staff.
5.2 Chairs disciplinary and grievance proceedings.

Job Specification

  • Bachelor of Laws (LLB)
  • Minimum of five (5) years’ experience as an Assistant Registrar

Knowledge and Skills

  • Extensive knowledge of law and international legal standards
  • Strong leadership and interpersonal skills
  • Effective communication skills
  • Analytical and problem-solving abilities

Responsibility

For Work of Others: Full responsibility for performance of supervised staff
For Property: Management of all allocated physical and fiscal resources
For Effect of Errors: Accountable for errors affecting justice delivery

Complexity

Authority for Decision Making: Full authority over supervised staff
Problem Solving: Must resolve issues from subordinate offices, clients, and staff misconduct
Supervision Received: Works independently, reports to Registrar

Effort

Mental Effort: High-level strategic thinking, planning, budgeting, and coordination required

Working Conditions

Hazards: Risk of attack from dissatisfied individuals
Work Hours: May require working irregular hours
