Context:

The Africa Regional Migration Program (ARMP) is a capacity development programme funded by the United States Government through the Department of State Bureau of Population, Refugees, and Migration (PRM) and currently implemented in multiple countries.

Under the direct supervision of the Programme Coordinator of the Africa Regional Migration Program (ARMP), in consultation with relevant IOM thematic specialists in Headquarters and the Regional Offices (RO) in Cairo, Dakar, Nairobi, and Pretoria, and in collaboration with coordinators of other IOM-implemented regional and sub-regional programmes, the Deputy Programme Coordinator (ARMP) will further develop and manage, monitor and evaluate the implementation of the ARMP and provide strategic advice and guidance to field missions to ensure successful implementation and the achievement of objectives. The Deputy Programme Coordinator will provide support to foster, develop and strengthen engagement with key interlocutors including government representatives from ARMP beneficiary countries, the U.S. Government, UN Agencies, Non-Governmental Organizations, private sector and other strategic stakeholders, as well as ARMP sub-regional coordinators and focal points at IOM mission level.

Core Functions / Responsibilities:

  1. Exercise administrative, operational and financial management responsibility for the ARMP, including strategic planning, programme development, activity implementation and assessment, monitoring and reporting, financial and budgetary oversight, donor liaison and relationship management, and ensuring alignment with IOM institutional priorities and relevant frameworks.
  2. Manage and advise on annual programming development processes in coordination with Sub-regional Coordinators and Country Focal Points to ensure the timely development of targeted and high-impact activities that meet programme objectives, and provide authoritative programmatic and managerial advice to the ARMP teams as needed.
  3. Identify opportunities and substantively contribute to overall IOM programming initiatives across Africa in view of governments and other key partners’ needs, donor priorities, known capabilities and resources available, and in line with IOM’s mandate and strategy.
  4. Lead and support the planning and effective implementation of activities across the African continent in collaboration and coordination with the ARMP sub-regional managers and ARMP country focal points, analyze needs and appraise the suitability of programme initiatives in meeting these needs, and ensure high quality deliverables and accountability on all activities in line with IOM standards.
  5. Ensure that trends, lessons learned, good practices and other learning perspectives are incorporated into new programme approaches and activity development.
  6. Develop and ensure the reflection and integration of new modalities, policies, practices and methods for evaluation into the programme formulation and implementation processes, and coordinate with the ARMP Regional Monitoring and Evaluation Officer to develop, monitor, evaluate and recommend performance measures for regional, sub-regional and country activities.
  7. In coordination with the IOM Resource Management Units at regional and country offices, ensure that all donor narrative and financial reporting requirements are met in a timely manner.
  8. Support the Programme Coordinator to establish and maintain liaison and coordination with IOM Washington to ensure timely and effective donor relationship and reporting efforts, including the submission of programme proposals, modifications and reports to the U.S. Government, and participate in or lead donor meetings, briefings and negotiations.
  9. Direct, supervise and mentor programme staff to enhance and promote a strong understanding of the programme policies and implementation approaches and modalities, and to strengthen the efforts of field teams to develop and maintain collaborative relationships with government counterparts, non-state actors, and other key partners to ensure strong programming and the achievement of programme objectives.
  10. Lead field missions to advise and guide programme staff, donors, local authorities and other programme partners to achieve programme objectives and the replication of good practices.
  11. Represent IOM at relevant high-level seminars, meetings, conferences and other events, planning and undertaking initiatives toward the promotion of IOM’s image and activities at the country and regional levels through the ARMP.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Demonstrated progressively responsible professional experience in programme formulation, development, management and implementation with a Government or UN agency, or a regional, or international organization.
  • Demonstrated experience in financial and administrative management.
  • Experience effectively leading teams to achieve the desired goals, as well as directing and managing staff.
  • Demonstrated experience implementing similar projects in African countries is highly desirable.
  • Knowledge or experience on regional migration governance issues is an advantage.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming and multi-lateral partnerships.
  • Ability to advise government authorities and donors on programme processes and requirements, and project formulation and feasibility.
  • Excellent writing, communication and negotiation skills.
  • Excellent knowledge of financial rules and regulations.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, civil society institutions, and private sector entities.
  • Excellent knowledge of technical cooperation principles, concepts and techniques.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of either Arabic, French, or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
