Main Purpose of the Job
To provide strategic leadership and guidance in the formulation and implementation of policies, procedures, guidelines, strategic rules, and regulations in the area of general management and administration, in order to improve service delivery.
Main Duties
1. Coordination of policy, legal framework and systems development
- Supervise the review and updating of policies, procedures, systems, and guidelines
- Oversee and monitor the implementation of policies, systems, procedures, and guidelines
- Evaluate the implementation of policies and systems for measurable impact
2. Coordination of Ministerial strategy and planning
- Liaise with sectional and departmental heads to initiate development of strategic and implementation plans
- Supervise identification of sectional requirements based on strategic implementation plans
- Oversee development of costed departmental performance plans
- Monitor implementation of departmental performance plans
- Consolidate departmental and sectional performance reports and present progress to the Principal Secretary
3. Financial management and procurement oversight
- Coordinate formulation of the consolidated Ministerial Budget
- Supervise development of Ministerial procurement and cash plans
- Monitor implementation of procurement and cash plans to ensure value for money
- Coordinate preparation of monthly Ministerial expenditure reports
- Advise the Principal Secretary on financial management matters
4. Supervision of subordinate staff
- Supervise development of annual individual work plans
- Evaluate performance of supervisees in line with the Performance Management Policy
- Hold periodic performance review meetings
- Conduct performance appraisals
- Identify performance gaps for informed decision‑making
Job Specification
Education and Training
Applicants must meet one of the following:
- Master’s Degree in Social Sciences plus at least 5 years’ working experience at managerial level
OR - Postgraduate Diploma / Honours in Social Sciences plus at least 7 years’ working experience at managerial level
OR - First Degree in Social Sciences plus at least 10 years’ working experience at managerial level

- Knowledge of Public Service, Finance, and Procurement Laws and Regulations
