JOB SUMMARY
The Deputy Principal Secretary (DPS) is the Department of Development Planning (DDP) administrative head supporting the Principal Secretary (PS) in the overall management and leadership of DDP. The DPS ensures efficient operations to support the overall strategic goals.
MAIN DUTIES
1. Oversees Management of the Department of Development Planning
- Leads development of departmental Operational Plan and annual work-plans of Heads of Departments in line with Ministerial priority areas.
- Monitors and evaluates performance of individual Heads of Departments in accordance with the Performance Management Policy.
- Holds periodic meetings to discuss departmental performance.
- Produces regular departmental performance reports and presents progress to Principal Secretary.
2. Oversees Compliance to the Established Financial and Procurement Management Policies, Guidelines, Procedures, and Systems
- Leads formulation of a consolidated departmental Budget.
- Ensures that public funds allocated by Parliament are used efficiently to achieve departmental objectives.
- Ensures adherence to financial and administrative controls to safeguard utilisation of and reporting on public funds in the Department.
- Advises Principal Secretary on financial management matters.
3. Coordinates Development and Implementation of Administrative Policies, Legal Frameworks, Systems and Guidelines
- Approves review and updating of policies, legal frameworks, procedures, systems, and guidelines.
- Oversees, monitors, and evaluates implementation of policies, legal frameworks, systems, procedures and guidelines.
4. Participates in Executive Management / Development Partners’ / Stakeholders’ Meetings
- Presents regular departmental performance reports during the Executive Management meetings.
- Represents the DDP in Development partners’/stakeholders’ meetings as instructed/required.
JOB REQUIREMENTS SPECIFICATION
Qualifications
- Master’s Degree in Social Sciences plus Five (5) years’ work experience in a Senior Management position.
OR - Postgraduate in Social Sciences plus Seven (7) years’ work experience in a Senior Management position.
OR - Bachelor’s Degree in Social Sciences plus Ten (10) years’ work experience in a Senior Management position.
