Specification

The Deputy Director Finance and Operations (DCOP) will be responsible for providing technical direction to the program and will facilitate communication between headquarters, implementing partners, and staff, and coordinate project tracking and project- level reporting for the program. The Deputy will ensure the implementation of the day to day financial, procurement, human resources and office operations of the project. S/he will assist the Programme Director to keep the project focused on achieving the results defined within the project scope. This individual will be expected to mitigate issues and risks related to program implementation in a timely manner, and implement program adjustments as directed by the Director. The Deputy Director will also manage the financial/administrative teams. This position will be a position held by Aurum and will report to the Programme Director.

Responsibilities:

  • Set up and manage all project financial and accounting systems and standard operating procedures for the project.
  • Assist the Director in three ways: 1) ensuring continuous updating of the status of achievements and results needed for the project to complete its project-level reporting requirements; 2) assisting headquarters to maintain responsiveness in financial and administrative representations to USAID; and 3) facilitating a high level of coordination and collaboration among the partners contributing to this effort.
  • Monitor budget prepare and manage monthly financial statements and forecasts, and maintain rolling cash flow projection, including bills payable. Ensure all project and sub-grantee expenses are in line with USG and Aurum rules and regulations.
  • Ensure the quality assurance of all technical requirements, including project results and deliverables as per the project work plan and budgets; Analyse burn rate against planned work plan numbers.
  • Establish financial and accounting systems to track all project expenditures under the Project Management Team, as well as monitor the expenditures across the project’s regional activity per USAID and PEPFAR COP funding sources and MOH compliance to biomedical plans.
  • Oversee the implementation of sub-grants/sub-contracts to ensure operational integrity and financial accountability, funds disbursements, contracts management and contracts administration-staying up-to-date with current financial regulations including tax liabilities.
  • Ensuring Aurum and USAID procurement guidelines are followed strictly. Submitting approval requests to Aurum Grants, Contracts and Risk Unit, and drafting agreements per Aurum rules. Oversee the filing and distribution to USAID of all Aurum Lesotho, Aurum Group and USAID procurement approval documents.
  • Provide technical assistance and guidance to the sub-awardees and implementing partners to ensure their financial systems are capable of meeting the reporting requirements of USAID and PEPFAR.
  • Facilitate scheduled reports and ad hoc reports for Aurum and USAID/Lesotho including liaising with all project partners to ensure adherence to project branding guidelines.
  • Establish, document, and communicate project time and expense reporting, finance, and accounting policies, procedures and standards in alignment with Aurum and USAID rules and regulations.

Requirements

Qualifications:

  • Advance degree in Public Administration, Business, Financing, Economics, Accounting or related field (Master’s Degree preferred)
  • 10+ years of experience in the international development field
  • Proven experience with USG Cost Accounting Standards and reporting requirements, USG-funded projects preferred
  • Demonstrated skills in developing and managing budgets, grants and subcontracts
  • Experience in developing business and cost proposal, a plus
  • Advanced analytical and business modelling skills
  • Advanced Word, Excel and PowerPoint experience. Preferred experience with project, grant and budget monitoring tools including CRM systems.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and donor organizations
  • Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred
  • Experience working on USAID, PEPFAR, and/or other donor-funded HIV/AIDS, treatment, care and support projects or programs
  • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects
  • Knowledge of OMB Circulars A-110, A-122 and A-133, as well as FAR and AIDAR
  • Proven demonstration of flexibility and creativity
  • Ability to manage work and deliver high quality fast-paced environment
  • Highly motivated self-starter who takes direction well, but also works independently
  • Fluency in speaking, reading, and writing in English required. Preferable to speak Sesotho and/or Southern African languages
  • Advanced Word, Excel and PowerPoint experience. Preferred experience with project, grant and budget monitoring tools including CRM or electronic finance systems

NB: Non – Lesotho citizens must have a valid work-permit
