We are seeking exceptional candidates for the USAID Southern Africa Energy Program, a Power Africa initiative. The position is based in Pretoria, South Africa and we prefer local candidates.

SAEP works to advance energy policy and regulatory reform, and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.

Position Description, Objectives and Project Overview:

The Deputy Chief of Party-Technical is the lead for all technical delivery of the Southern Africa Energy Program and reports directly to the Chief of Party. In this role, she/he will manage the Outcome or Task Leads who design and execute the program activities as well as provide general guidance and oversight on program strategy and direction. This involves helping to manage and report to the USAID client on the status and progress of activities.

Roles and Responsibilities:
Work closely with the Chief of Party to provide technical oversight and management of project activities, including the development and implementation of the project’s vision, strategy, and technical direction
Provide management and oversight to the various workstream/Outcome Leads as they plan and deliver SAEP, from initial engagement of stakeholders and translation of technical directives to project activities to periodic evaluation and updates in response to changing conditions and USAID directives
Coordinate and manage country managers as the primary representatives of the project in focus countries. This includes managing timely communication, stakeholder relationship management, progress reporting, and dissemination of information to remote project teams
Work closely with the program management office (PMO) lead to facilitate the collection of data necessary to conduct monitoring and evaluation activities as well as report externally on the Program’s activities
Review deliverables completed by the team for technical direction and quality assurance before they are finalized
Scope new activities and work with team members to determine how an activity should be executed, including planning out the level of effort, deliverables, team composition and impact
Help to coordinate and manage input and feedback from USAID client and mission staff into activities and project direction
Minimum Skills, Educational Qualifications and Experience:
Bachelor’s degree (master’s preferred) in environmental management, economics, energy-related engineering, energy policy, business, finance and/or other related fields, and at least five years of professional experience in the implementation of projects related to energy sector regulation, planning and procurement, utility performance improvement or commercialization, regional energy trade, on- and off-grid clean energy development (including natural gas) and related institution building and training
Minimum 5 years’ experience in managing international donor support projects and/or complex work streams required; 10 years’ experience preferred, as this is a senior level position
Demonstrated ability to establish productive relationships with senior government officials, the business community, civil society, and international donors, particularly on politically sensitive and highly visible issues
Demonstrated ability to collaborate with others, driving results across multiple workstreams
Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems
Strong understanding of and demonstrated experience working in the Southern African power sectors
Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred
Exemplary oral and written communication skills
Proficient English required
High proficiency in Microsoft Office suite (e.g., Excel, PowerPoint, Word)
