The Office of the Auditor-General (OAG) is an independent and autonomous body and is the Supreme Audit Institution in Lesotho. OAG is responsible for auditing government revenue and spending and overseeing public funds’ management, quality, and credibility of the government’s reported financial data. OAG invites applications from suitably qualified local candidates for the following position:

CORE DESCRIPTION

To efficiently manage and administer the Office of the Auditor-General (AG), act as the Chief Accounting Officer, and exercise the responsibilities, duties and powers of the Office subject to the directions of the AG. The Deputy Auditor-General, under the general direction of the AG, makes recommendations; implements the policies, business plans, strategies, and other aspects of the organization’s mandate.

JOB RESPONSIBILITIES

  • Coordinates and write the Annual Audit Report on the audit of the consolidated financial statements.
  • Advises the Auditor-General from time to time on the status of audit work assigned.
  • Provide strategic advice and direction for audit, budget planning, monitoring and reporting activities, performance metrics, policies, and legislation in tandem with the OAG mandate.
  • Provides executive leadership to senior management staff, including managing resources to ensure they are productively utilized across the office
  • Maintain effective, open, and consultative relationships with clients and stakeholders (both internal and external) as a mandatory requirement of this role.
  • Act as the Chief Accounting Officer of the Office of the Auditor-General
  • Manage funds of OAG in conformity with financial practices and financial laws and prepare and submit financial statements to the AG
  • Maintain discipline and proper use and care of the movable and immovable property of the office of the Auditor General
  • Ensure annual service plan goals and objectives are achieved, and specific measures and targets are met.
  • Supports the OAG in providing recommendations to the audited government entities through the preparation of quality performance audit reports.
  • Attends meetings and conferences on behalf of the Auditor-General as requested.
  • Perform the role of Secretary as a member of the Audit Advisory Committee

QUALIFICATIONS

  • Chartered Accountancy, or Master’s degree in Accounting or Auditing, or M.Sc. Accounting or Auditing or CPA, or ACCA
  • Full membership in a local professional body at a professional stage.
  • Must be an indigenous Mosotho

EXPERIENCE

  • 15 years’ experience in the external auditing field and at least 10 years in a managerial role.

COMPETENCIES KNOWLEDGE

  • Extensive executive management experience in strategic, business and operational planning.
  • Extensive knowledge in providing strategic advice and managing high-profile issues while working with multiple internal and external stake holders.
  • Policies and Procedures in the Public Sector
  • Public Sector Environment Awareness
  •  Awareness of Internal and External Political Dynamics Fundamental principles of public-sector auditing
  • IFRS, IPSAS, local accounting framework requirements and/or public sector accounting framework requirements
  • Local public financial management legislative and regulatory framework requirements
  • Local legislative and regulatory framework governing the specific industry of the auditee
