Position: Database Manager – VACS (1)
Reports to: Project Coordinator – VACS
Location: All Districts, Lesotho
Period: 6 Months
In partnership with the Ministry of Social Development and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a nationwide household based survey among children and young adults aged 13-24 years in 2018, also called Violence Against Children Surveys (VACS). VACS will collect information that can be used to estimate the prevalence of emotional, physical and sexual violence
against children and youth in Lesotho. The data from VACS are intended to inform the Government of Lesotho to develop and review programs and policies and refine laws related to the protection of children.
OVERALL JOB FUNCTION
VACS will be conducted in all districts in Lesotho. The survey requires multiple data collection activities, including quantitative and qualitative interviews and data collection using tablets. Data will be entered into a survey database.
–Reporting to the VACS Project Coordinator, the Database Manager will be responsible for maintenance of survey data, including supporting field staff in the management of survey participant data, data verification, entry and cleaning. The Database Manager will also be responsible for the maintenance of electronic data files and backups. He / she will work closely with the New York-based Data Management staff, and field staff to ensure that data collection forms are completed and processed correctly. In addition, the Database Manager will be responsible for guiding and mentoring the survey field team members responsible for data collection and entry.
DUTIES AND RESPONSIBILITIES;
- Responsible for implementation of Standard Operating Procedures (SOPs) for data management and security
- Responsible for implementation of data management plan including transfer of data from the field to ICAP Lesotho data centre and headquarters (HQs); ensure back-up capacity of date on tablets and at ICAP Lesotho data centre
- Install survey databases at ICAP office and provide training to survey
MINIMUM QUALIFICATIONS AND COMPETENCIES;
- BA/BSc. in Statistics and Demography, Computer Science or related discipline
- 3+ years relevant experience with MS Access application, SQL, including forms development, queries to summarize data and check internal consistency of data
- 3+ years experience working with research and data management
- Previous experience in large, national surveys like Demographic Health survey (DHS), Lesotho Population Based HIV Impact Assessment (Vacs) or national census is an asset.
- Experience in conducting user training of MS Access based application
- Strong oral and written communication skills
- Fluent in English & Sesotho
- Experience working with NGOs and/or donor-funded programs
- Expertise to enter, transcribe, record, maintain confidential and sensitive data/ information in written or electronic forms.
- Familiar with electronic data entry, tablet care, data aggregation and the proper communication chain to deal with arising technical issues.
- Experience working with computers and the internet; comfortable with basic computer functions of navigation and data entry, able to use the internet and email.
- Ability to problem solve and work as part of a team.
- Able to remain impartial and maintain confidence
Travel Requirements
- Both positions will require periodic domestic travel to troubleshoot technical data collection issues (requiring overnight stay of up to 2 days) and requires lengthy trips to rural / remote areas.
