Project Overview and Role:

Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million, 5-year project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries.  Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.

The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic.  The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming.  In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners by 2020.

 Primary Duties and Responsibilities: 

Palladium Data.FI is seeking a highly skilled and experienced Data Use & Analytics Technical Advisor to join our team in Lesotho. As the Technical Advisor, you will provide technical leadership and guidance on data use, analytics, and data-driven decision-making to support our mission of improving public health and development outcomes. You will work closely with PEPFAR, government counterparts like MOH and National AIDS Commission (NAC), project teams, and other stakeholders to strengthen data use capacity and facilitate evidence-based decision-making processes. The position reports directly to the Country Director.

  • Provide technical leadership and expertise in data use, analytics, and data-driven decision-making to project teams and government counterparts.
  • Collaborate with PEPFAR, MOH, NAC and implementing partners to understand data requirements for COP, POART submissions, and Multisectoral Joint Annual Reviews.
  • Collaborate with stakeholders to identify data needs, define key performance indicators (KPIs), and develop data use strategies aligned with national goals and objectives.
  • Prepare data reports, dashboards, and presentations to communicate key findings of national data using DHIS2, LOMSHA and DATIM.
  • Lead the design, development, and implementation of data analytics solutions to generate actionable insights and support evidence-based decision-making.
  • Design and develop visually compelling data dashboards and reports using data visualization tools such as Tableau, Power BI, or similar platforms.
  • Provide technical assistance and capacity-building support to strengthen data management, analysis, and visualization skills among government counterparts and other stakeholders.
  • Develop and deliver training sessions, workshops, and other capacity-building activities on data analysis tools, techniques, and best practices.
  • Provide technical oversight and support for the development and implementation of data use and analytics systems, including data warehouses, dashboards, and reporting platforms.
  • Collaborate with IT teams and other technical specialists to ensure data security, privacy, and integrity in all data-related activities.
  • Possess domain knowledge of HRH, Logistics Management, QI and Performance Management.
  • Provide technical assistance in configuring and maintaining data systems used in the Situation Room.
  • Contribute to the development of real-time monitoring tools and dashboards to track key indicators and trends related to public health programs.
  • Stay up-to-date with emerging trends and technologies in data analytics and contribute to the adoption of innovative approaches to data-driven decision-making.
  • Contribute to the documentation and dissemination of best practices, lessons learned, and success stories related to data use and analytics.

Required Qualifications:

  • Master’s degree or higher in Data Science, Statistics, Computer Science, or a related field.
  • Minimum of 7 years of experience working in data analysis, data management, or related fields, preferably in the public health or international development sector.
  • Strong technical expertise in data analysis tools and techniques, including statistical software (e.g., R, Python, Stata), data visualization tools (e.g., Tableau, Power BI), and database management systems (e.g., SQL, MySQL).
  • Demonstrated experience in designing and implementing data analytics solutions to support decision-making processes, preferably in resource-limited settings.
  • Experience working with DHIS2, is an added advantage.
  • Excellent analytical and problem-solving skills, with the ability to translate complex data into actionable insights and recommendations.
  • Proven experience in capacity-building and training, with the ability to effectively transfer technical knowledge and skills to diverse audiences.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams and stakeholders.
  • Experience working in international development projects and familiarity with donor-funded projects, preferably USAID-funded projects, is preferred.
  • Fluency in English is required, proficiency in local languages spoken in Lesotho is a plus.
