mothers2mothers (m2m) is an Africa-based NGO that unlocks the potential of women to eliminate paediatric AIDS and create healthy families across eight sub-Saharan African countries. m2m trains, employs, and helps empower HIV-positive women to work as community healthcare workers in understaffed health centres and underserved communities. M2m seeks to appoint 2 Data Quality Assistants to be based in Mbombela.

The DQA will serve as a district-based M&E lead and integrated team member. This position will be responsible for strategic information-related activities, including adherence to data quality standards, and strengthening of systems and procedures that improve data and service quality for the project and PEPFAR overall. His/her key performance areas will be related to implementation of data review/ monitoring processes, refining analytics, improving reporting systems and ensuring application of data-driven learning. The DQA will co-lead efforts, with the District Coordinator, and will work closely with our frontline workers  to strengthen their capacities for documentation, quality assurance, and analysis of performance. The DQA will report to the SI manager and will be based in the Mpumalanga Province (in one of our three district offices located in Nelspruit, Ermelo, or Witbank).

Key Performance Areas:

Monitoring and Evaluation implementation (50%)
Strengthen and support the community health information system in the CHAMP-supported sub-districts by working as an integrated member of the implementation team;
Support QA processes and electronic and paper-based data management tools and systems in all CHAMP supported communities in the sub-districts;
Support all field teams with routine tracking dissemination, analysis and usage of project-related data;
Provide consistent and reliable data reporting to key stakeholders on data quality assessments and programmatic gaps/opportunities.
Improve or develop relevant standard operating procedures as needed.
Assist with development of weekly/quarterly/annual donor reports.
Training and Mentorship (40%)
Provide training, mentoring, and technical assistance to improve M&E capacities of sub-districts and processes for rapid application of learning;
Conduct site-level monitoring/training/audit activities on both project and M&E functions.
Stakeholder Engagement and District Representation (10%)
Relationship management with Project Managers and district-based programmatic, community-based, and M&E team members.
Occasional external representation at technical meetings and district forums.
Occasional interaction with M&E staff employed by CHAMP sub partners
Qualifications, Competencies and Experience:
Diploma in health / public health / social sciences, IT, statistics or another relevant field
(Minimum)three years of work experience in implementing M&E functions as an integrated component of a donor-funded public health and development programme, including data analysis, data verification, and quality assurance (QA) systems.
Familiarity with South Africa Government stakeholders, ideally with the Dept. of Social Development and Dept. of Health, and health information systems and reporting platforms, e.g. Tier.Net, CBIMS, DIMES, ETR.
Experience with mentoring teams and providing interactive/on-site training on M&E and QA-related content and helping to develop or reinforce joint data review processes in a team;
Fluency in Microsoft Office, including Excel, and certification for relevant software (Access, SQL and other databases);
Ability to work independently, in a team environment, and in fast paced but resource-constrained areas;
Knowledge of community health models, HIV programming, and/or OVC and adolescent health or development projects strongly preferred.
Experience with mobile health applications and related platforms (CommCare) preferred.
