2. Job Profile Summary

The incumbent will support the management of communicable and noncommunicable disease programmes while maintaining a multisectoral overview and ensuring the availability of technical expertise to strengthen investigation, surveillance and control. The incumbent will also support programme implementation, consult with national counterparts on programme needs, and contribute to WHO’s country cooperation strategy for communicable and noncommunicable diseases.

3. Key Duties and Responsibilities

  • Facilitate implementation of disease control projects, including procurement of safe, efficacious and affordable medicines and technologies.
  • Support documentation and dissemination of best practices and partner experiences.
  • Support analysis and evaluation of data and information related to communicable and noncommunicable diseases and outbreaks.
  • Support identification of disease sources and development of recommendations and reports for prevention and control measures.
  • Monitor the national burden of communicable and noncommunicable diseases through health information systems and research.
  • Coordinate enhancement of disease information systems and monitoring of progress towards Universal Health Coverage (UHC).
  • Support development of national strategies, policies, guidelines, standards and action plans.
  • Support operational research, surveillance, epidemiology and health surveys.
  • Strengthen partnerships, advocacy and multisectoral collaboration.
  • Serve as a technical communication focal point and perform other related duties as required.

5. Functional Knowledge and Skills

  • Transmission, diagnosis, development and treatment of communicable and noncommunicable diseases.
  • Disease prevention and control.
  • District hospital care, UHC and primary health care delivery systems.
  • Planning, coordination and implementation of health programme interventions.
  • Analytical, organizational and partnership skills.

6. Educational Qualifications

  • Essential: University degree (Bachelor’s) in a relevant field such as Public Health, Epidemiology, Statistics, Demography or another medical field.
  • Desirable: Training/specialization in managing health data and large databases. Postgraduate training at Master’s level or higher is an added advantage.

7. Work Experience

  • Essential: Minimum of two (2) years of relevant experience in communicable or noncommunicable disease control programmes at national level.
  • Desirable: Experience providing technical/programme services to Ministries of Health, WHO/UN agencies or partners; international experience is an advantage.

8. Language Requirements

  • Essential: Expert-level proficiency in English.
  • Desirable: Knowledge of another language relevant to the duty station.

9. Information Technology Skills

  • Proficiency in Microsoft Office applications.
  • Experience with web-based management systems.
  • Knowledge of ERP systems and cloud-based enterprise systems such as Workday.

  • The Data Management Assistant (G7) provides technical support for disease surveillance, health information systems, data analysis, operational research and programme implementation, contributing to evidence-based decision-making and strengthened communicable and noncommunicable disease control in Lesotho.
