Duration: Six (6) Months
1. OVERALL CONTEXT
Lesotho is among the African countries investing significant resources in social assistance programs. The Ministry of Gender, Youth and Social Development (MGYSD) administers key programs including:
- Child Grant Program (CGP): Supports ~50,000 poor households with children under 18.
- Public Assistance (PA): Provides quarterly transfers to ~15,000 poor and destitute adults.
- Disability Grant (DG): Supports ~2,500 persons with disabilities.
- Old Age Pensions (OAP): Monthly pension for ~82,000 elderly (70+ years).
- OVC Bursary Program: Covers tuition and expenses for ~24,000 vulnerable secondary school students.
Currently, these transfers are delivered through in-person cash payments, which are inefficient, risky, and costly. Many recipients travel long distances and wait in line to receive benefits. The Ministry is transitioning to digital payments and has registered some beneficiaries for this new system.
2. THE PATHWAYS TO SUSTAINABLE LIVELIHOODS PROJECT (PSLP)
The PSLP (P177814) comprises four components:
- Component 1: Economic inclusion for livelihoods and persons with disabilities.
- Component 2: Shock-responsive cash transfers.
- Component 3: Strengthening delivery systems for equity and efficiency.
- Component 4: Project management support.
Component 3 aims to improve targeting of the poor and increase efficiency by automating systems, reducing leakages, and lowering administrative costs. It will also enhance MGYSD’s preparedness to respond to shocks through:
- Expanded digital payment systems.
- Strengthened management information systems (e.g., NISSA).
An individual consultant is now sought to serve as Data Clerk Supervisor to support Component 3.
3. BACKGROUND FOR THE ASSIGNMENT
The Data Clerk Supervisor will manage, train, and oversee data clerks and ensure that data entry services for digital payment rollout are completed efficiently, accurately, and confidentially. They will help ensure adherence to policies and support the successful implementation of updated systems and procedures.
4. ROLES AND RESPONSIBILITIES
The Supervisor, reporting to the Social Assistance Manager, will:
- Train and support Data Entry Clerks and Enumerators.
- Oversee data collection and entry across MGYSD Social Assistance programs.
- Ensure data quality and accuracy; investigate and correct errors.
- Manage data collection workflows and set deadlines.
- Evaluate team performance and provide feedback.
- Promote adherence to ministry policies and procedures.
- Support the development of secure, efficient digital payment systems.
- Ensure data collection tools and IT resources are available and functional.
- Monitor and report on digital payment activities monthly and annually.
- Ensure data backups and compile comprehensive reports.
- Collaborate with other employees, fostering teamwork in high-pressure environments.
5. REQUIRED QUALIFICATIONS
- Bachelor’s degree in IT, Statistics, or Computer Science.
- Minimum three (3) years of relevant experience.
- Strong leadership and supervisory skills, especially in field data collection.
- Proficiency in data entry and fast typing.
- Excellent time management, organizational skills, and attention to detail.
- Strong computer literacy, especially in Excel.
- Knowledge of electronic databases and records management.
6. DURATION OF THE ASSIGNMENT
The consultancy will last for six (6) months.
7. SUBMISSION OF EXPRESSIONS OF INTEREST
A consultant will be selected using the Individual Consultants Selection Method in accordance with World Bank Procurement Regulations.
