This consultancy is requested by the Field Information Services Section (FIS), Information Management Branch (IMB) of the Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Information Management Branch (IMB) is responsible for strengthening the capacity of OCHA to deliver more credible, comprehensive and evidence-based situational awareness to the humanitarian system, one of the five core functions of OCHA.

The consultant will design and manage databases, perform data analysis, develop and update information products, templates and services. The consultancy will involve regular interactions with field offices, to provide online technical support, coaching and training.

Functional Responsibilities

  • Design, develop and manage databases, spreadsheets and other data tools.
  • Consolidate operational information on a regular schedule to support analysis.
  • Manage platforms and tools that support data collection and analysis such as KoBo Toolbox
  • Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline.
  • Produce templates for information products and Business Intelligence tools (PowerBI and Tableau) and support field offices in their customization and use
  • Provide support to field offices for Who does What Where (3W) and monitoring processes

Education/Experience/Language requirements

Education

  • Advanced University degree in information management, computer science, social science or similar field.
  • First-level University degree with additional two (2) years of relevant experience can be accepted in lieu of an Advanced University degree.

Work Experience

  • Minimum of five (5) years of experience in humanitarian information management.
  • Demonstrated experience in developing databases.
  • Strong knowledge of statistical analysis.
  • Experience in data management, data analysis, graphic design (including Adobe suite) and BI Tools (PowerBI and Tableau).
  • Experience working with the humanitarian emergency or development sector, or other relevant international experience.
  • Experience in disaster management, humanitarian assistance or international development is desirable.
  • Understanding of the work of the UN agencies and the practical considerations of field deployments is desirable.

Languages

  • Fluency in spoken and written English is required.
  • Knowledge of French or other UN language desirable.
