Oxfam Novib is looking for a

Country WASH Coordinator

for Beira , Mozambique

Starting date 01 October 2019

with a Contract Length of 6 months (Extendable)

The humanitarian team is primarily focused on responding to Cyclones Idai and Kenneth, with a main coordination team in Beira, field offices in the provinces of Pemba, Sofala and Zambezia, however, other crises areas are also present in Mozambique including drought affected areas in Maputo and Gaza. The response is an integrated multi-sectoral response composed of water, sanitation, and hygiene promotion; food security and vulnerable livelihoods; gender; and protection. The WASH Coordinator is a roving country humanitarian position primarily based in Beira, but with roving support all over the country, though primarily focused on the cyclone-affected areas. The role is expected to have WASH experience in disasters and crises that impact Mozambique.

The Country WASH Coordinator is expected to provide humanitarian WASH support to the country and emergency response team, ensuring technical quality in WASH in field areas, while providing support to field teams and area management. The role is a strategic WASH leader within the team, facilitating that public health engineering and public health promotion roles are integrated and coordinated with other programme components (such as food security and livelihoods, gender, protection), grounded on community engagement and coordinated with external humanitarian actors and local institutions and government. The role is also expected to promote and identify localisation efforts with communities and with local partners, as well as provide technical support and capacity building to existing partners.

It is a requirement in the UK for a new DBS check at enhanced level for every new member of staff who works directly with, or has regular contact with, children or vulnerable adults in the UK (consistent with DBS guidance and relevant law).

Key Responsibilities

Technical

  • Monitor implementation of the new WASH response strategy taking into account a strong focus on sustainability of technologies, community engagement and a process leading towards sustainably managed water and sanitation systems for the long term;
  • Design processes and structures to ensure there is good integration between PHE and PHP at all levels;
  • Ensure that the WASH programme is also integrated with and learning from other sectors such as protection, MEAL, EFSL and gender; Cash, protection and safeguarding.
  • Assist in writing donor reports, reporting to the WASH Coordination platform and writing new proposals for funding;
  • Ensure women, men, children, disabled and marginalized group in the affected populations are involved in the planning, implementation and monitoring of WASH activities and play a key role in making sure those communities are informed and consulted about Oxfam’s work and have opportunities to give their views on programme activities;
  • Ensure that all work is carried out in a way that is sensitive to community needs and promotes the full and equal participation of women. As much as possible ensure that an empowering approach to working with communities is employed rather than one, which relies on didactic message-based methodologies;
  • Work with others to ensure that gender, physically challenged, child protection and HIV mainstreaming cross cutting issues is addressed in public health initiatives;
  • Work with PHE and PHP team leaders to carry out capacity building analysis and implement and monitor training and coaching to meet their needs;
  • With support of TLs prepare the require capacity building to partners and Oxfam team. Also prepare TLs capacity building and ensure trainings are conducted.
  • Co-lead the Sanitation Working Group in collaboration with WASH Cluster for UDDT development.
  • Work with MEAL to design and implement effective monitoring, learning and evaluation of the programme to help in routine impact analysis using quantitative and qualitative indicators. Assessing, monitoring, evaluating and advising on Oxfam’s WASH and community mobilisation interventions;
  • Develop the programme implementation models and execute to ensure the effective community engagement in WASH programme;
  • As part of an integrated team, contribute towards planning and proposal writing to provide clear objectives and establish indicators for monitoring and evaluating the programme;
  • Work with the teams to develop/adapt any required tool/guideline/manual or instruction required to implement PHE and PHP activities up to expected quality following national or international specifications and standards.
  • Undertake research and development projects in the water and sanitation sectors and provide input to organisational policy.
  • Ensure the humanitarian principle, code of conduct and standards like CHS, SPHERE in the emergency response programme.
  • Be prepared to undertake other duties related to Oxfam’s programme as and when required by the Response Lead/Humanitarian Programme Manager.

Leadership

  • Represent the Oxfam WASH programme internally and at the WASH Sector Coordination platform;
  • Represent Oxfam on WASH issues to Government, NGO, UN and other agencies, authorities at the various coordination meetings e.g. WASH cluster, ISCG, DPHE, Disaster Management group/forum etc.;
  • To influence relevant Govt ministry and other actors including private sector to scale up the good practices and policy change.
  • Ensure Oxfam presence in all the coordination meeting related to WASH in the targeted areas.

Management

  • Manage programme direction, speed and quality of implementation of all WASH activities through effective coordination and integration with resilient interventions;
  • Ensure that WASH projects are delivered on time and with quality, with constant review of workplans and budgets in support to Area Managers;
  • Support Area Managers in assessing technical performance of PHE and PHP team leaders and providing additional support as required to ensure their performance meets the requirements;
  • Assist in recruitment, training and supervision of PHE and PHP staffs as required, this may involve the writing of job profiles, work schedules, training plans and appraisals and joint facilitation of inter-agency training initiatives on occasion;

Other

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

Essential

  • Experience of Wash Coordination roles in large scale emergencies;
  • At least 5 years’ experience in WASH programming on early recovery stage and transition into development programme with a strong sustainability approach;
  • Demonstrable coordination and collaboration skills;
  • Proven ability to bring teams together to enhance their productivity and the ability to motivate and facilitate the work;
  • Excellent experience in capacity building, community engagement, facilitation and networking;
  • Experience on project cycle management, programme quality and community-based approach;
  • Good understanding and use of humanitarian international codes of conduct and minimum standards, especially the Red Cross Code, SPHERE standards and Core Humanitarian Standards;
  • Ability to demonstrate a good understanding and experience of linking resilient and emergency WASH and public health issues;
  • Experience in working with partner organizations, and on participatory approach and strengthening capacity around project cycle management;
  • Ability to work with different teams and under matrix management;
  • Demonstrated experience of integrating gender, Person with Disability, marginalized and diversity issues in public health programme activities;
  • Training/ counterpart development skills;
  • Experience in insecure locations;
  • Strong written and spoken Portuguese and English.

Desirable

  • Ability to liaison and coordinate with different funding agencies, potential donors, private sectors etc.;
  • Excellent interpersonal and negotiation skills with demonstrable ability to lead and influence skill;
  • Strong self-awareness as well as strong analytical and critical thinking skill;
  • International experience will be an additional asset especially working in humanitarian situation.
