Country Director/Chief of Party (CD/CoP) will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of Jhpiego’s programs in Lesotho. This includes guiding the strategic planning, design and implementation for country programs and achieving the planned results.  This includes ensureing timely and cost-effective project implementation, reporting of activities, and project deliverables for the USAID VMMC and PrEP project in Lesotho, Khanya.  CD/CoP will also be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will also ensure effective organizational management and communication with the host country government at all levels, and international and local partners and agencies. 

 

Khanya aims to increase demand and  improve access to VMMC and PrEP services for targeted populations in supported districts, to support the MOH to provide strategic oversight and stewardship of comprehensive VMMC and PrEP services, and to improve supply chain gaps in PrEP and VMMC commodities.

Responsibilities

 

  • Serve as Chief of Party for Lesotho Khanya USAID funded project and ensure compliance with the terms of the contract
  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Ensure that project is technically sound, evidence-based and responsive to the needs of Lesotho, its people and donors
  • Develop and maintain strong working relationships with USAID, the Ministry of Health, as well as implementing partners and other key stakeholders in Lesotho to maximize resources and avoid duplication of effort
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with local organizations to build capacity in VMMC and PrEP interventions
  • Lead annual work planning process in close collaboration with USAID, MOH and project team
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Take concrete steps to create or promote a safe, respectful and harassment-free work environment
  • Develop and revise/update as needed Lesotho’s country strategy with objectives, staff roles and responsibilities, outreach, and a plan for overall flow of information and knowledge to and from Baltimore
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Ensure that annual staff evaluations are conducted timely and support professional development for staff
  • Provide guidance and oversight, in collaboration with staff, to subcontractors and sub-grantees with a strong focus on organizational capacity building of local organizations
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets, expenditure analysis, and budget reallocations
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks, effectively track data/results, and ensure timely PEPFAR,  Global Fund and other donor reporting
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID, The Global Fund and other donor operational policies and regulations
  • Report all mandatory Severe Adverse Events (SAE) according to donor and Jhpiego SAE procedure
  • Ensure that Jhpiego Country Office is:
    • Compliant with all local laws
    • Registration is current
    • Annual statutory audits and financial reports have been completed and filed with the appropriate agencies
    • Met all legal requirements for filing reports, withholding and remitting income taxes for all local staff, expat staff, TCNs, consultants and vendors, and work permits for expats and TCNs retained by the Field Office
    • All findings from prior audits/reviews have been corrected or are in the process of being corrected according to the timeline in the action plans
    • Has complied with Jhpiego’s policies, procedures and practices related to the financial reporting and internal controls
    • All deficiencies in the design or operation of, or any weaknesses or non-compliance in internal controls in the Field Office have been corrected or are in the process of being corrected
    • Has complied with donor policies and procedures applicable to management, technical, programmatic, financial and human resources
  • Report to HQ any communications regarding:
    • Violations or possible violations of laws or regulations by the Field Office.
    • Legal actions against the Field Office or Jhpiego

 

Required Qualifications

  • Advanced degree in public health or related field
  • Previous experience serving as COP/Project Director
  • 10+ years’ experience successfully managing large, multi-partner, multi-year international health sector development projects (approximately $5 – 10M per year) that have implemented successful activities in HIV prevention, care and or treatment
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Previous experience working in southern Africa with understanding of local health systems and HIV prevention gaps and opportunities
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • In-depth knowledge of USAID projects, regulations, compliance and reporting requirements for contracts and PEPFAR
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Experience leading annual workplans and collaborating on local action plans incorporating national Technical Working Groups directives
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in word processing and Microsoft Office
  • Ability to travel nationally and internationally 20% of the time
