The Ministry of Foreign Affairs and International Relations invites applications from suitably qualified local candidates to fill the following position.

DEPARTMENT: FOREIGN SERVICE

JOB TITLE: Counsellor (Head of Chancery)

GRADE: G

RESPONSIBLE TO: HEAD OF MISSION

JOB SUMMARY

Under the supervision of the Head of Mission, the Head of Chancery has responsibility for financial and administrative management of the mission. He prepares the budget, vets out-going diplomatic notes, prepares diplomatic and administrative reports, takes care of the assets of the mission and looks after the welfare of the staff.

FINANCIAL DUTIES

  • Prepares the budget of the mission so that fund can be requested to run the mission
  • Authorizes, controls and checks the expenditure of the mission to ensure that the financial regulations are adhered to, expenditure is legitimate and funds are available for it.

COMMUNICATION WITH THE FOREIGN OFFICE AND OTHER MISSIONS

  • Vets all diplomatic notes to the Foreign Ministry and other diplomatic missions in the area of accreditation for content and correctness of form.
  • Notifies to the Foreign Ministry the arrival and departures of the staff as required by the Vienna Convention on Diplomatic Relations and local practice.

DIPLOMATIC AND ADMINISTRATIVE REPORTS

  • Prepares economic and political reports on the area of accreditation for dispatch under the approval of the head of mission.
  • Co-ordinates the editing and compilation of the annual reports from each section of the mission for the mission’s annual report forwarded to the headquarters.
  • Maintains and up-dates the post report of the mission on an annual basis for transmission to headquarters so that it can be availed to officers due for posting.

ASSETS OF THE MISSION

  • Inspects the entire property and premises of the mission including rented accommodation as well as furniture, furnishings and appliances for up-keep and maintenance.
  • Inspects office equipment for maintenance and replacement and makes recommendations for boards of survey for unserviceable stores.
  • Arranges for the security of property and assets of the mission to ensure they are not destroyed stolen.

WELFARE OF THE MISSION’ STAFF

  • Looks after the welfare of the staff of the mission to ensure they are provided with requirements populated in their conditions of employment and that they adhere to the regulations that govern their employment.
  • Performs any other related duties that may be assigned from time to time.

KNOWLEDGE AND SKILLS

Education and Training

  • Bachelor’s degree in International Relations or Law or Humanities or Social Sciences. Certificate in Diplomatic Training.
  • Two years’ experience in the Ministry of Foreign Affairs at the level of First Secretary.

Other necessary Knowledge

  • Knowledge of the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations
