Project Overview

Through Translating Data for Implementation (Data.FI) award, Palladium is seeking a Coordinator: TB/HIV Information System (THIS). This a seconded position to the South African National Department of Health, based in Pretoria.

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

In South Africa, Data.FI is supporting the National Department of Health (NDoH) to strengthen the national health information system, providing support to Tier.Net and the continued development of a national data warehouse solution. Data.FI also extends NDOH capacity to support national HIV policy implementation through a number of secondee positions.


Position Description

The Coordinator will act as an NDoH resource to support the provincial Departments of Health with activities to implement the integration of TB/HIV Information Systems.

The position reports to the NDOH leads for technical direction and is based in central Pretoria. The Coordinator is expected to travel approximately 40% of the time.


Primary Responsibilities:

  • Coordinate the TB Module implementation in provinces, in support of the NDoH
  • Kick-start and oversee provincial preparation for rollout of in-facility TB data collection and Mentorship of the TIER.Net Key Implementers (TKIs) on the ground
  • Provide the TKIs with technical guidance to implement in-facility change management activities
  • Develop or adapt training and support materials
  • Liaise with NDoH units to provide feedback and information sharing on progress
  • Integrate processes for the monitoring the implementation of the TB Module with existing monitoring of TIER.Net rollout
  • Quality assure trainings for TB/HIV integration in the districts
  • Closely monitor data flow and submission, and preempt challenges with weak data quality or late data submissions
  • Once the TB Module is stable and in place in all facilities, the TIA will work with the NDoH, provinces and districts to oversee the removal of ETR from the (sub)districts
  • Continued support to the maintenance of TIER.Net at the facility level
  • Create and ensure coordination platforms between partners are maintained
  • Other responsibilities as requested by manager


Reporting requirements

The role reports into the South African National Department of Health.

The post-holder will have limited reporting requirements into Data.FI/Palladium.

Minimum education and experience required

  • Tertiary level degree in public health, epidemiology, bio-statistics or equivalent experience; Master’s Degree in Public Health or relevant field is preferred
  • Minimum 5 years of experience in working with, implementing, and maintaining ART and/or TB M&E systems, notably TIER.Net, DHIS, and/or ETR.Net; Familiarity with the District Health Information System (webDHIS) is preferred
  • Experience in leveraging ART and TB data to strengthen program performance
  • Experience in developing and facilitating trainings and quality improvement processes
  • Experience working with government officials and health system actors at various levels


Key Competencies and professional expertise required

  • High level of proficiency in Microsoft Office (Word, Excel, PowerPoint, OneNote, Outlook), internet and Skype
  • Knowledge of SPSS, SAS, or other statistical software package is preferred
  • Excellent interpersonal and communication skills (written and oral English)
