The Government of Lesotho is implementing the Institutional Support Project for Debt and Expenditure Managementthrough the support of the African Development Fund andinvites expression of interest for the position of Management of Contingent Liabilities Consultant.
The objectiveof the consultant required is to provide a technical assistance on improving the overall management operations, especially the establishment of a framework that will guide in handling the existing stock of government guarantees, on-lent debt and any other contingent liabilities relevant in the Ministry of Finance and Development Planning as well as those that maybe anticipated in the future, while working alongside the Ministry staff for their capacity development. The expert is also expected to assist in the analysis and reporting of the contingent liabilities.

The Ministry of Finance and Development Planning now invites eligible individuals to indicate interest in providing these services. Interested individual consultant by submitting their applications for this position must provide information indicating that they are qualified and experiencedto perform the services. The selection criteria include qualifications and experience as stipulated in the ToR.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants,” 2015, which is available on the Bank’s website at http://www.afdb.org.
