Assignment Overview
The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the CAFI Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Capacity Building and Operational Support for the Lesotho Horticultural Incubation and Training Centre (LHITC). The assignment will be implemented over a period of twenty-four (24) months.
Eligibility and Submission Requirements
The Ministry of Trade, Industry and Business Development, through the CAFI Project Management Unit (PMU), invites eligible consulting firms (“Consultants”) to express interest in providing the Services.
Interested Consultants should submit:
- Brochures including the country of registration
- Experience in similar assignments (brief descriptions of recent relevant projects including location, client, cost, and staff involved)
Shortlisting Criteria
- Quality of submission
- Core business and years in operation
- Experience in similar assignments
- Technical and managerial capability
- Experience working in developing countries, especially in the SADC region
- For international firms: potential association with local consulting firms

- Consultants may associate with other firms (joint venture or sub-consultancy). Joint ventures must be jointly and severally liable for the contract if selected.
- Selection will follow the Quality and Cost Based Selection (QCBS) method as per World Bank Consultant Guidelines.
- Refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (February 2025) for conflict of interest policies.
Submission Instructions
Expressions of Interest must be submitted in sealed envelopes clearly labelled:
“CONSULTING SERVICES TO PROVIDE CAPACITY BUILDING AND OPERATIONAL SUPPORT FOR THE LESOTHO HORTICULTURAL INCUBATION AND TRAINING CENTRE (LHITC) (RFP NO: CAFI-WB-0061)”
Include the name of the firm on the reverse side of the envelope.
