REQUEST FOR PROPOSALS
1. The Government of Lesotho through the Ministry of Water (Department of Rural Water Supply) invites Consultants to submit proposals/bids to undertake the following Consulting Services:
Name of Project: Consulting Services for the Feasibility Study (FS) of the Nyakosoba Water Supply and Sanitation Project
Location: Nyakosoba — (Manoyane Community Council)
Objective
To evaluate the technical, economic, financial, environmental, social, and regulatory/ institutional feasibility of the Nyakosoba Water and Sanitatìon Project to be implemented by the Department of Rural Water Supply (DRWS).
Outputs/ Deliverables
Consultancy For Phase I.
Services will cover two phases: (1) Feasibility Study (FS) for the Bulk Water Supply Component of the Project, and phase (2) FS for the Water Distribution and Sanitation Component of the Project. FS of Bulk Water Supply Component of the Protect, Rapid Value Engineering Analysis evaluating the cost effectiveness of bulk water supply to answer the water needs of the Service Area.
Alternative surface water sources as evaluated, with their yields and water demands Basic layout and design of water abstraction, treatment and conveyance facilities of each alternative bulk water supply scheme. Preliminary engineering design of the selected water supply scheme, including the Minimum Performance Standards and Specifications for the design, construction, operation and maintenance of the Project. Estimated capital and operating costs (alternative schemes). Economic feasibility analysis and relevant indicators Financial viability analysis and relevant indicators, including a financial model and value-for-money analysis considering acceptable bulk water charge and any Government Viability Gap Funding (VGF)Comparative evaluation matrix for alternative bulk water supply scheme and recommended scheme.
Environmental Impact Assessment Report including an Environmental Management Plan, Social Impact Assessment and Gender Analysis Report, and Land Acquisition Plan and Resettlement Action Plan.
Institutional/regulatory framework, alternative, Project structures and implementation, operation and regulation, and recommended modality/ structure/ strategy/regulatory and institutional framework.
Review of legal instruments to carry out the recommended modality, structure and regulatory/institutional systems, including proposed ordinances, rules and regulations, and procedures.
Risk allocation and mitigation of the scheme, Phase I Feasibility study Report.
Draft Project Proposal for submission to the PISC
The Terms of Reference (Part I of the Bidding Documents), Instructions to Bidders (Part II Draft Contract including Conditions of Contract (Part IV), and Bidding Forms (Part V) for these Consulting Services will be obtained from DRWS Head Office Industrial Area between WASCO and LEC at a non- refundable fee of M2, 000.00 per document, from Wednesday 7 July 2021. Bidders must pay cash to accounts office at Rural Water Supply (DRWS). Receipt obtained from accounts office must be produce to Procurement Unit at Department of Rural Water Supply (DRWS) to receive the soft copy of the Terms of References, Instructions to bidders and bidding forms.
Interested Consultants must submit their bids, consisting of two separate envelops — Technical Proposals and Financial Proposals – on or before 18 August 2021, 10:00 am, in the address mentioned below;

Pre-Tender Meeting
Ministry of Water will hold a pre-tender meeting on the 29 July, 2021 at 09:00 am at DRWS Boardroom Khubetsoana, Resource Centre, Next to Appropriate Technology Services (ATS) to discuss and address the Consultants’ questions on the Project.
