CONSULTING SERVICES FOR REVITALIZATION OF THE LESOTHO TEXTILE AND APPAREL SECTOR (RLTAS)
The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Revitalization of the Lesotho Textile and Apparel Sector (RLTAS) and will be implemented over a period of twenty-four (24) months.
The Ministry of Trade, Industry and Business Development, through the CAFI Project Management Unit (PMU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Submission Requirements
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Submissions should include:
- Brochures (including the name of the country in which the firm is registered)
- Experience of projects related to the assignment
- Brief descriptions of most recent relevant assignments (showing location, client, costs, and staff involved)
Shortlisting Criteria
- Quality of submission
- Core business and years in business
- Experience on similar assignments
- Technical and managerial capability
- Experience working in developing countries, especially in the SADC region
- For international firms: potential association with local consulting firms
Additional Information

- Consultants may associate with other firms in the form of a joint venture or sub-consultancy. Clearly indicate the nature of the association.
- In case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
- Consultant selection will follow the Quality and Cost Based Selection (QCBS) method as per the World Bank’s Procurement Regulations (February 2025), Sections 3.14, 3.16, and 3.17.
Submission Deadline
Expressions of interest must be delivered in sealed envelopes labeled:
“CONSULTING SERVICES FOR REVITALIZATION OF THE LESOTHO TEXTILE AND APPAREL SECTOR (RLTAS) (RFP NO: CAFI-WB-0085)”
Include the name of the firm on the reverse side of the envelope.
