Background
The Ministry of Finance and Development Planning (MoFDP), on behalf of the Government of the Kingdom of Lesotho, has received credit financing from the World Bank to support the Public Sector Foundations for Service Delivery Project. Part of the proceeds will be used to engage a Consulting Firm to carry out Public Sector Asset Management Count, Tagging, and Valuation.
Scope of Services
The consulting firm will be responsible for:
- Conducting a comprehensive count and tagging of public sector assets
- Valuation of assets in line with IPSAS standards
- Application of modern asset tagging technologies (e.g., barcoding, QR coding, GIS)
- Capacity building for government staff in asset management practices
Shortlisting Criteria
- Relevance
• Alignment of the firm’s core business with the assignment scope - Proven Track Record
• Successful completion of at least two (2) similar assignments in the past 5 years involving public sector asset management aligned with IPSAS standards - Technical Competence
• Demonstrated expertise in asset tagging technologies and valuation methodologies - Firm Composition
• Team must include: Project Manager, Valuation Specialist, Technical Lead, and Field Supervisor - Capacity Building Experience
• Proven experience in delivering hands-on training to government or institutional teams
Procurement Guidelines
Selection will follow the Open Competitive Selection method using Quality and Cost-Based Selection (QCBS), as outlined in the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition (September 2023), specifically Sections 3.14, 3.16, and 3.17 regarding conflict of interest.
