CONSULTING SERVICES FOR NATURAL CAPITAL ACCOUNTING (NCA) PROJECT

Background

The Government of Lesotho, through the Ministry of Environment and Forestry, is implementing the Global Environment Facility (GEF) project on Natural Capital Accounting (NCA), titled:

“Integration of Natural Capital Accounting into Lesotho’s Policy and Decision-Making for Sustainable Development.”

The objective of the project is to mainstream natural capital into integrated watershed management through the application of Natural Capital Accounting (NCA) in Lesotho.

Natural Capital Accounting is a crucial tool for integrating environmental considerations into economic and development planning. It provides a structured approach to measure and track changes in natural environmental assets such as land and water, ensuring sustainable resource management. The integration of NCA aligns with the System of Environmental-Economic Accounting (SEEA).

In this context, consultants are required for the following assignments:

Proposal Submission Guidelines

  • Interested local or international consultants must prepare separate technical and financial proposals.
  • Proposals must be submitted in separate sealed envelopes, clearly indicating the consultancy title they are applying for.
  • Each proposal must include the consultant’s CV.

Collection of Terms of Reference (ToRs)

  • Available from: 17th March 2025
  • Location: Procurement Office, Post Office Building, 6th Floor, during office hours.

Submission Details

  • Deadline: 14th April 2025, by 09:00 AM
  • Submission Location: Tender box at 7th Floor, Ministry of Environment and Forestry Boardroom entrance.
  • Sealed proposals must be clearly marked as per instructions in Section 2 of the ToRs.

Proposal Opening

  • Date: 14th April 2025
  • Time: 09:30 AM
  • Venue: Ministry’s Boardroom
  • Bidders or their representatives are encouraged to attend.

Pre-Bid Meeting

  • Date: 2nd April 2025
  • Time: 10:00 AM
  • Venue: PS Boardroom, 7th Floor, Ministry of Environment and Forestry.

  • The Ministry reserves the right to accept or reject any proposal and is not obligated to accept the lowest bid or provide reasons for its decision.
