CONSULTING SERVICES FOR DESIGN AND IMPLEMENTATION OF AGRICULTURAL VALUE CHAIN FINANCE (AVCF) PRODUCT FOR LESOTHO POST BANK
The Government of Lesotho has received a credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Design and Implementation of Agricultural Value Chain Finance (AVCF) Product for Lesotho Post Bank, and the assignment is to be implemented over a period of twelve (12) months.
The Ministry of Trade, Industry and Business Development through the CAFI Project Management Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) Core business and years in business
(ii) Relevant experience
(iii) Technical and managerial capability of the firm
(iv) Regional and/or local experience

Conflict of Interest
The attention of interested consultancy firms is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (February 2025), setting forth the World Bank’s policy on conflict of interest.
Associations
Consultants may associate with other firms to enhance their qualifications but must indicate clearly whether the association is in the form of a joint venture or a sub‑consultancy.
- In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
Selection Method
The consultant will be selected in accordance with the Consultant’s Qualification‑based Selection (CQS) method set out in the Procurement Regulations.

Submission of Expressions of Interest
Expressions of Interest must be delivered in written form, in sealed envelopes labelled:
