The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received financing from the World Bank toward the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds for procurement of consulting services for Business Case – ICT Solution.
Scope of Services
The Business Case – ICT Solution consulting services (“the Services”) include:
a) Assessment of the IFMIS Asset Management Module and Comparative Analysis (Accounting and Financial Reporting)
b) Development of a Business Case and Functional Specifications for Lifecycle Asset Management System
The duration of the assignment is seven (7) weeks with 6 staff-weeks.
The expected commencement date is February 13, 2025.

Invitation
The Ministry of Finance and Development Planning now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience (CV, similar assignments, etc.).
Firms’ staff may express interest through their employer. In such cases, only the individual’s qualifications and experience will be considered.
Selection Criteria
a) Academic Qualifications
• Master’s Degree in ICT, Systems Engineering, Public Financial Management (ICT-focused), or related fields
• Bachelor’s degree with relevant certifications (PMP, TOGAF, COBIT) may be considered
b) Professional Experience
• At least 10 years in ICT consulting, systems analysis, or government ICT reform
• Prior experience developing ICT business cases for dual or integrated systems
• At least 2 relevant assignments in the last 5 years involving IFMIS or public sector asset systems
c) Knowledge and Skills
• In-depth understanding of financial & operational asset management practices
• Strong knowledge of IPSAS
• Familiarity with ISO 55000 standards for asset management
• Experience integrating AMS with systems such as IFMIS
• Proficiency in lifecycle planning, maintenance strategies, and asset-related risk analysis
d) Communication Skills
• Excellent report writing and presentation skills
• Ability to facilitate multi-stakeholder consultations
Additional Information
Interested Consultants’ attention is drawn to Section III (paragraphs 3.14, 3.16, 3.17) of the World Bank Procurement Regulations (September 2023) regarding conflict of interest.
Selection will be carried out using the Individual Consultant Selection (INDV) method.
