1. The Government of the Kingdom of Lesotho (GOL)
Through the Ministry of Public Works and Transport, Roads Directorate, the Government has received financing from the World Bank for the consulting services: Development of a web-based and mobile-based Grievance Redress Management System and upgrading of the Roads Directorate website. Part of the proceeds will be used to pay for these consulting services.
2. Scope of Services
The consulting services (“the Services”) include:
- Development of a web-based and mobile-based Grievance Redress Management System
- Upgrading of the Roads Directorate website
The assignment shall be for a period of 12 professional staff-months, expected to start in January 2026.
3. Terms of Reference (TOR)

4. Eligibility and Shortlisting Criteria
Eligible consulting firms (“Consultants”) are invited to express interest. Firms must demonstrate relevant qualifications and experience as follows:
- Previous engagement in at least three (3) GRMS projects
- At least five (5) years’ experience in developing and maintaining GRM systems
- Developed at least four (4) active websites
- At least five (5) years‘ experience in developing and maintaining organisational websites
5. Conflict of Interest
Attention is drawn to Section III of the World Bank’s Procurement Regulations for IPF Borrowers, February 2025, regarding conflicts of interest.
6. Joint Ventures
Consultants may associate with other firms in the form of a joint venture or sub-consultancy.
In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract.
7. Selection Method
A Consultant will be selected using the Consultant Qualification Selection (CQS) method.
