Assignment Title:
Consulting Firm for undertaking Health Workforce analysis for alignment with UHC Strategy, PHC approach and integrated service delivery model using the Workload Indicators of Staffing Need Methodology

The Government of Lesotho has received funding from the Global Fund under the GC 7 Grant to support the interventions intended to fight HIV/AIDS and Tuberculosis. Part of the proceeds shall be used to support the Ministry of Finance and Development Planning to make payments for Consulting Firm for undertaking Health Workforce analysis for alignment with UHC Strategy, PHC approach and integrated service delivery model using the Workload Indicators of Staffing Need Methodology.
The Ministry of Finance and Development Planning (Project Management Unit) now invites eligible Consulting Firms to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(a) Consultant Firm’s relevance to the assignment (core business);
(b) technical and managerial capabilities; and
(c) regional and local experience.
The best qualified Consultant Firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Public Procurement Act, 2023 and based on the following criteria:
Qualifications and Experience of the Consulting Firm
- Demonstrated experience in conducting health workforce and health systems analyses in support of Universal Health Coverage (UHC), Primary Health Care (PHC), and integrated service delivery models, including the application of workload-based staffing assessment methodologies such as the Workload Indicators of Staffing Need (WISN);
- Proven track record of successfully delivering comparable health workforce assessment assignments, including national or sub-national workforce mapping, workload analysis, and staffing optimization exercises, within the past five (5) years;
- Documented evidence of technical competence and institutional capacity to undertake complex analytical assignments of a similar nature, either as a lead implementing firm or in collaboration with national authorities and/or international organizations;
- Experience working in public-sector health systems in developing country contexts, preferably in Sub-Saharan Africa, with demonstrated understanding of Ministry of Health structures, policy environments, and service delivery realities;
- Legally registered Consulting firm and maintain current tax compliance status.
The Consulting firm should also be able to work with diverse teams, meet tight deadlines and work under pressure.
Shortlisting Criteria
The selection of the suitable Consulting firm will be based on the qualifications and experience as follows:
(a) Consultant Firm’s relevance to the assignment (core business);
(b) technical and managerial capabilities; and
(c) regional and local experience consistent with the requirements of the Terms of Reference.
Duration of Assignment
The period of engagement is Sixty (60) days.
The Consulting Firm will be selected in accordance with Consultant’s Qualifications Based Selection (CQS) method.
