Purpose of the Consultancy

The consultant will provide technical advisory input to advance youth engagement initiatives and support the activities of the WHO Youth Council.

Background

As part of its transformation agenda, the World Health Organization (WHO) is strengthening collaboration with key stakeholders, including young people.

The Director-General established the WHO Youth Council, comprising 25 representatives from health and non-health organizations, to coordinate and scale meaningful youth engagement in global health and other youth engagement initiatives.

The Youth Council integrates young people as partners and changemakers by advising senior leadership, incubating new initiatives, and championing existing programmes such as the Global Model WHO and the Youth Delegate Programme.

Key Deliverables

1. Support the Implementation of Youth Engagement Activities
  • Provide technical input to the implementation of youth engagement activities in accordance with the grant proposal.
  • Provide expert advice and guidance to the Youth Council’s work on adolescent, digital, mental, and urban health.
  • Coordinate follow-up actions from the Global Model WHO Conference.
  • Design and deliver capacity-building and educational opportunities on adolescent, urban, mental, and digital health for young people.
2. Support the Youth Council Working Groups

Provide technical guidance to the Youth Council on the scope and deliverables of the following working groups:

  • Health Education and Literacy.
  • Accessibility and Equity.
  • Planetary Health.

Responsibilities include:

  • Developing, together with the three Working Group Co-Chairs and the WHO technical focal point, an implementation plan aligned with the funding agreement and project deadlines.
3. Shape Youth Engagement Communications
  • Develop, together with the Youth Council Communications Committee, a Youth Engagement Communication Plan.
  • Prepare key messages and recommend communication channels by December 2026.

Educational Qualifications

Essential

  • Advanced university degree in Public Health, Global Health, Global Affairs, or a related field.

Desirable

  • PhD in Public Health, Global Health, or a related field.

Experience

Essential

  • At least five years of experience in public health.
  • A minimum of two years’ experience working in youth programmes.

Desirable

  • Experience working within organizations of the United Nations (UN) System.

Skills and Knowledge

Applicants should have:

  • Excellent interpersonal and communication skills with the demonstrated ability to deliver results in a timely manner.
  • Proficiency in Microsoft Outlook, Word, Excel, PowerPoint, and social media platforms.

Language Requirements

Essential

  • Expert knowledge of English.

Home-based (Off-site)

Travel Requirements

The successful consultant will be expected to travel to attend:

  • The in-person meeting of the new Youth Council in October 2026.
  • The World Health Summit (9–12 October 2026).
  • The Global Model WHO Conference (10–13 November 2026).

Remuneration

  • Band Level: B
  • Monthly Rate: US$7,000–US$9,980 (travel costs excluded)

Contract Period

Mid-September 2026 to Mid-February 2027 (5 months)
