Engagement of Consultant to Strengthen NAC Capacity to Coordinate National M&E Reporting, Aligned to the “3-Ones” & LOMSHA Upgrade at the Ministry of Finance and Development Planning – Project Management Unit (MOFDP-PMU)

The Government of Lesotho, through the Ministry of Finance and Development Planning – Project Management Unit (MOFDP-PMU), invites eligible local individual consultants to submit Expressions of Interest for the Engagement of a Consultant to Strengthen NAC Capacity to Coordinate National M&E Reporting, Aligned to the “3-Ones” & LOMSHA Upgrade.

This assignment is funded by the Global Fund GC7 Grant to support interventions aimed at combating HIV/AIDS and Tuberculosis in Lesotho.

Qualifications

Applicants must possess:

  • A Master’s Degree or higher in:
    • Computer Science
    • Information Systems / Information Technology
    • Software Engineering
    • Health Informatics / Digital Health
    • Data Science or a related field (an added advantage).

Experience

Applicants must have at least 7 years’ relevant experience in:

  • Designing, upgrading or maintaining digital health information systems.
  • Software development, systems architecture and interoperability frameworks.
  • DHIS2 implementation and configuration.
  • Developing technical specifications for system upgrades.
  • Working with national HMIS, community reporting platforms or enterprise information systems.

Technical Skills

Applicants must demonstrate expertise in:

  • PostgreSQL, MySQL and SQL Server.
  • Java, Python, PHP, JavaScript or related programming languages.
  • DHIS2 customisation, analytics and dashboards.
  • API development and system integration.
  • Cloud hosting, server management and system security.
  • Data architecture, reporting automation and digital workflow design.

  • Systems-thinking ability.
  • Excellent communication and stakeholder engagement skills.
  • Ability to deliver sustainable digital solutions.
  • Ability to work under pressure and meet tight deadlines.

Duration

The assignment will run for 20 working days.
