Terms of Reference (ToR) for Consultant to Develop the Southern Africa Cluster Partnership Framework and Transition Plan

1. Background

Oxfam is a global movement of people working together to end the injustice of poverty. We tackle the inequalities that make and keep people poor. We save and protect people’s lives in times of crisis. We work with women and girls to build their resilience and to lead change. We help people build fair livelihoods. We campaign to change the policies and practices that harm people’s lives. We work in 86 countries as part of a global network of organizations, partners, and allies.

Oxfam in Africa (OiA) is one of the global regions with 25 country offices and a number of Oxfam affiliates (10) working together under a collaborative leadership model. Our vision is an Africa that is free from systemic inequality and the injustice of poverty, where people can fully exercise their rights and enjoy a life of dignity.

As part of its long-term strategy and in line with Oxfam’s global and Africa strategies, the Southern Africa Cluster (SAC) has identified the need to develop a Partnership Framework and Transition Plan. The objective is to establish a coherent, inclusive, and sustainable approach to partnership that aligns with Oxfam’s values and strategic direction, while ensuring a smooth transition and continuity of programmes in the region.

2. Objectives of the Consultancy

The main objectives of this consultancy are:

  1. To review the current partnership models and practices within the Southern Africa Cluster (SAC).
  2. To engage key stakeholders (Oxfam staff, partners, allies, and communities) in identifying strategic directions for partnerships.
  3. To develop a Partnership Framework that reflects Oxfam’s values, principles, and strategic objectives.
  4. To develop a Transition Plan that provides a clear roadmap for implementing the new partnership model, ensuring alignment with the broader Oxfam Africa strategy and safeguarding programme continuity.

3. Scope of Work

The Consultant will be expected to:

  • Conduct a desk review of relevant documents, including Oxfam’s strategic plans, partnership frameworks, evaluations, and other materials related to partnership models and transitions.
  • Engage with key stakeholders through interviews, focus group discussions, or other participatory methods.
  • Map out current partnerships, identifying strengths, weaknesses, opportunities, and threats.
  • Propose a Partnership Framework that outlines principles, criteria, modalities, and mechanisms for engagement with different types of partners.
  • Develop a Transition Plan with clear steps, timelines, roles, and responsibilities for operationalizing the Partnership Framework.
  • Present preliminary findings and draft reports to Oxfam for feedback and validation.
  • Finalize the Partnership Framework and Transition Plan based on feedback received.

4. Deliverables

The Consultant is expected to deliver the following:

  1. Inception Report outlining methodology, timeline, and stakeholder engagement plan.
  2. Draft Partnership Framework and Transition Plan for review.
  3. Presentation of preliminary findings to the Southern Africa Cluster leadership and other relevant stakeholders.
  4. Final Partnership Framework and Transition Plan incorporating feedback.

5. Duration and Timeline

The consultancy is expected to take 30 working days, commencing on 3rd June 2024 and ending by 12th July 2024.

6. Consultant Profile

The ideal Consultant(s) will have:

  • Demonstrable experience in partnership development, strategy formulation, organizational change management, and transition planning.
  • Strong understanding of development and humanitarian contexts in Southern Africa.
  • Excellent facilitation and stakeholder engagement skills.
  • Strong analytical and writing skills.
  • Familiarity with Oxfam’s approaches and values will be an added advantage.

7. Application Process

  1. Technical Proposal (maximum 5 pages) outlining the approach, methodology, and work plan.
  2. Financial Proposal, including all costs.
  3. CV(s) of the Consultant(s), highlighting relevant experience.
  4. Two references for similar assignments conducted in the past 5 years.
  5. Proof of registration (business registration, tax clearance, etc.).
  6. Two samples of similar work previously undertaken.
