Background
The Kingdom of Lesotho, through the Ministry of Finance and Development Planning (MoFDP), has received credit financing from the World Bank under the Public Sector Foundations for Service Delivery Project. Part of the proceeds will be used to engage an Individual Consultant to develop the Organisational Structure for the Lesotho Public Procurement Authority (LPPA).
Scope of Services
The consultant will be required to complete the assignment within two (2) months, ensuring full consistency with the Terms of Reference (ToR). The assignment includes:
- Development of a comprehensive organisational structure for LPPA
- Alignment with national public sector reform goals
- Integration of strategic design principles
Eligibility & Qualifications
Interested consultants must demonstrate the following:
- Relevant academic qualifications and professional experience
- Successful completion of at least four (4) organisational structure or strategic design projects in the past 7 years, preferably within the Southern African public sector
- Minimum of 10 years’ experience in organisational strategic design services
Selection Method
Selection will follow the Open Competitive Selection of Individual Consultants method, as outlined in the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition (September 2023), specifically Sections 3.14, 3.16, and 3.17 regarding conflict of interest.
