REQUEST FOR EXPRESSION OF INTEREST

OBJECTIVE

Ministry of Social Development is looking for a consultant to cost the Violence Against Children Response Plan for the period of 2021-2025.  The costed response plan will clearly show each year’s amount of funds needed and ultimately the total amount of money for the five years of the life of the plan.  It will also assist child protection stakeholders with budget allocation in their respective organisations; furthermore, it will serve as a tool to solicit funding from development partners, finally and most importantly, it will inform the stakeholders about the realistically of the plan in terms of cost for implementing.

QUALIFICATION AND EXPERIENCE

The Consultant must have at least a Masters level university degree in a relevant Social Science, particularly in Strategic Planning, Public Policy, or Public Administration

Experience

  • At least five (5) years professional experience in Strategic Planning, Development and Change Management,
  • Evidence of at least five (5) years’ experience in guiding strategic planning processes or similar assignments carried out is required,
  • Good understanding of planning and funding cycles of the public sector and of development partners,
  • Good understanding of child protection sector, sustainable development issues, especially those pertaining to socioeconomic upliftment of vulnerable groups.

SELECTION CRITERIA

The selection of the suitable candidate will be based on the qualifications and experience as follows: (1) qualifications, (2) experience (profession, specific and general), (3) other relevant attributes consistent with the requirements of the terms of reference.   • Duration of assignment

The assignment is for a total of 60 days with effect from the 29th of March 2021.  Thus, the period of engagement is 29th March 2021 to May 28th, 2021. Supervision, Reporting and Oversight

The Consultant will be supervised and report to Director of Child Protection on a regular basis and to the Principal Secretary at agreed intervals
