REQUEST FOR PROPOSALS

CONSULTANCY ASSIGNMENT: STRATEGY DEVELOPMENT, MISSION, AND CORE VALUES

1. BACKGROUND

Machabeng College International School of Lesotho is a distinguished institution dedicated to academic excellence and committed to delivering an international-standard education. As part of the College’s ongoing journey to maintain accreditation with the International Baccalaureate Organization (IBO) and seek re-accreditation from the Council of International Schools (CIS), the College is embarking on a critical process of refining its strategy, mission, and core values.

Machabeng College has a strong tradition of educational distinction and is now seeking the support of a qualified local Consultant to work alongside a Principal Consultant endorsed by CIS. The purpose of this engagement is to ensure that the College’s strategic direction aligns with international best practices and accreditation standards.

2. SCOPE OF WORK

The primary objective of the local Individual Consultant is to provide support to the Lead Consultant in two specific areas:

1. REVIEW OF EXISTING STATEMENTS: Assist in evaluating and revising the College’s vision, mission, and core values to ensure that they are aligned with the standards and expectations of international accrediting bodies, such as CIS and IBO.

2. DEVELOPMENT OF A STATEMENT OF HIGH-QUALITY LEARNING: Collaborate with the Lead Consultant in crafting a statement that represents Machabeng College’s unwavering commitment to providing a world-class educational experience.

In addition to the core assignment, the local Consultant may be required to perform other related support, administrative, and post-engagement tasks as necessary.

3. QUALIFICATIONS

The local Individual Consultant should possess the following qualifications:

– An advanced degree in business management, business administration, educational planning, educational administration, or other relevant qualifications.

– A minimum of 5 years of consulting experience in organizational strategy formulation and design.

– A track record of at least 3 similar assignments for organizations of a caliber similar to Machabeng College.

– Proficiency in the Microsoft Suite of programs.

– The ability to work to strict deadlines with minimal supervision.

– Adaptability and a strong aptitude for teamwork.

– Excellent interpersonal, written, and spoken communication skills.

– Exceptional presentation and report-writing skills.

4. EVALUATION CRITERIA :

The evaluation criteria will be based on technical and financial considerations:

Technical (70%):

GENERAL EDUCATION QUALIFICATIONS AND RELEVANT TRAINING (28 points): Demonstrated expertise in relevant academic and professional qualifications.

– RELEVANT EXPERIENCE RELATED TO THE ASSIGNMENT (42 points): Proven work experience in similar assignments within the last 5 years. MUST PROVIDE A DETAILED DESCRIPTION OF HOW YOU WILL DELIVER ON THE DEMANDS OF THE RFP, PAYING ATTENTION TO ESSENTIAL PERFORMANCE CHARACTERISTICS, METHODOLOGY THAT IS APPROPRIATE TO AN INTERNATIONAL CONTEXT, QUALITY ASSURANCE MEASURES AND REPORTING.

Financial (30%): Provide a detailed cost breakdown per deliverable.

*Financial proposals will be opened only for those applications that attained 70% (49 out of 70) or above on the technical part.

5. DURATION

The assignment is expected to commence on Monday, 20th November 2023, and will be conducted on-site under the guidance of the Lead Consultant and the College’s Accreditation Coordinator. The initial on-site phase is anticipated to last between 5 to 10 working days. Further follow-up work and support engagements will continue through to the end of December 2023.

6. SUBMISSION DETALS

Interested candidates are invited to submit their Curriculum Vitae along with contact details of at least three references for whom similar work has been performed within the last 5 years. Submit an email with two separate attachments clearly labelled “Technical Proposal” and “Financial Proposal”. The Technical Proposal should contain no financial information.
