Position: Staff Retreat Facilitator/Moderator (1 position)
Terms of Reference
UNFPA CO in Lesotho is implementing its 8th Country Programme (CPD) for the period 2024–2028. In line with internal policies and procedures, each Country Office is required to develop a new Annual Work Plan (AWP) at the beginning of each year. This plan serves as a blueprint for all activities to be implemented throughout the year and must align with the CPD and the global strategic plan.
To support fruitful discussion and help teams align annual activities with strategic documents, UNFPA seeks a national consultant to act as a moderator for a 3-day staff learning session.
Duration and Working Schedule
- Up to 4 working days between 20–23 October 2025

Place of Service Delivery
- Home-based for preparatory work
- In-person facilitation for the training session (venue to be communicated later)
Deliverables and Deadlines
- Aligning the Agenda: by 30 September 2025
- Learning Report: by 25 October 2025
Supervisory Arrangements
- Direct reporting to and supervision by the UNFPA Assistant Representative
Expected Travel
- Travel to the event location is expected
- Travel costs will be paid in addition, as per UNFPA Rules and Regulations
Required Expertise, Qualifications and Competencies
Education:
- Postgraduate degree in Social Sciences, Public Administration, Development Studies, Project Management, Monitoring & Evaluation, or related field
- Preferred: Master’s degree in International Development, Project Management, Public Policy, or Monitoring & Evaluation
Experience:
- Minimum of 8 years relevant experience in event moderation and strategic plan development
- Experience working in diverse teams and on sensitive issues
- Experience in synthesizing discussions
Language:
- Fluent knowledge of English is required
