Introduction
The Kingdom of Lesotho, through the Ministry of Finance and Development Planning (MoFDP), has received financing from the World Bank for the Public Sector Foundations for Service Delivery Project (PSFSDP). Part of these funds will be used to procure consulting services for a Monitoring and Evaluation Specialist.
The Services include providing strategic and technical guidance to MFDP—the lead implementing agency—on monitoring, evaluation, and reporting activities aligned with the project’s Results Framework.
Scope of Work
The Monitoring and Evaluation Specialist will be responsible for:
• Supporting preparation of quarterly project reports and the project mid‑term review, including progress on objectives, outcomes, outputs, activities, gender, and climate cross‑cutting issues
• Supporting preparation of the Borrower’s Implementation Completion Report after project closure
• Providing technical oversight for M&E activities against the Results Framework
• Reviewing and assessing adequacy of the existing M&E framework and tools
• Preparing and operationalizing an M&E plan
• Providing periodic updates and tracking progress of Implementation Plans
• Collecting quantitative and qualitative data on project achievements
• Managing the project information management system to ensure effective information flow to/from the PIU and implementing partners
• Reviewing implementation status regularly and identifying corrective measures
• Participating in World Bank implementation support missions and providing required M&E information
• Preparing and submitting periodic M&E reports as required by the PIU and Project Steering Committee
• Supporting reporting requirements, including dissemination of M&E information with the communications strategist
• Establishing protocols and operationalizing the M&E database
• Establishing and validating baselines and targets
• Coordinating indicator data collection with implementing ministries and PIU team
• Verifying collected data and validating progress with the Project Steering Committee
• Maintaining documentation of project results
• Any other tasks assigned by the Project Coordinator
The assignment duration is two years, subject to satisfactory performance.
Expected commencement: not later than June 01, 2026.

Eligibility and Application Requirements
Eligible individual consultants are invited to express interest by demonstrating relevant qualifications and experience (CV + evidence of similar assignments).
Firm staff may apply through their employer, but only the individual’s qualifications will be evaluated.
Selection Criteria
a) Academic Qualifications
• Master’s Degree in Social Sciences, Economics, Statistics, Project Management, Public Administration, or related fields
• Specialized postgraduate training in Project Management or M&E
b) Professional Experience
• Minimum 5 years working experience in public sector or donor‑funded programs, with at least 3 years specifically in M&E
• Strong knowledge of Government of Lesotho and donor institutional structures
• Experience writing concise and comprehensible reports
c) Knowledge and Skills
• Strong knowledge and practical experience in M&E systems, methods, indicators, tools, and reporting
• Strong analytical, oral and written communication skills
• Strong interpersonal and motivational skills, sensitivity to local context, and ability to work with minimal supervision
• Ability to work under pressure and handle multiple tasks
d) Communication Skills
• Strong communication and coordination abilities
• Excellent conceptual and analytical skills
• Strong verbal and written communication in Sesotho and English
e) Computer Literacy
• Proficiency in Microsoft Word, Excel, Project, and PowerPoint
f) Language
• Proficiency in English is required
Conflict of Interest
Attention is drawn to paragraphs 3.13, 3.15, and 3.16 of the World Bank Procurement Regulations for IPF Borrowers (Fifth Edition, September 2025).
Selection will follow the Individual Consultant Selection (INDV) method.
