Introduction

The Kingdom of Lesotho, through the Ministry of Finance and Development Planning (MoFDP), has received financing from the World Bank towards the cost of the Public Sector Foundations for Service Delivery Project (LPSFSDP). The Ministry intends to apply part of the proceeds for procurement of consulting services for a Financial Management Specialist.

The consulting services (“the Services”) include providing expert leadership and oversight of the project’s overall financial management, including planning, budgeting, implementation, financial monitoring, auditing, reporting, and compliance with financial rules and regulations as stated in the project’s governing documents.


Scope of Work

The Financial Management Specialist will be responsible for:

• Overall financial management of LPSFSDP
• Ensuring adequate funding for all project activities
• Supporting the Project Coordinator on all financial management aspects, including coordination with MFDP divisions and other implementing departments (MPS, MICSTI, MLGCHAP)
• Liaising with the World Bank on funds disbursements and replenishments
• Establishing and implementing financial and accounting policies aligned to GOL and World Bank regulations
• Ensuring timely preparation of reports and documentation required for fund flow
• Ensuring adequate financial controls for accountability
• Capturing and documenting financial transactions for annual financial statements and audits
• Leading budget preparation and financial cash‑flow projections
• Ensuring effective internal controls and satisfactory internal audit systems
• Follow-up on audit findings
• Ensuring smooth flow of funds, timely payments, and adherence to service standards
• Managing cash flow including short-term forecasting
• Liaising with auditors on timely audit and publication of financial statements
• Preparing closing statements and reconciling with World Bank systems
• Maintaining proper project documentation, including contracts
• Processing payment vouchers
• Conducting quarterly expenditure analysis
• Maintaining a comprehensive filing system for project financial records
• Establishing an accurate fixed asset register
• Synchronising financial data with physical progress across project components
• Supporting acquisition of financial systems required for project management
• Other tasks assigned by the Project Coordinator

The duration of the assignment is two years, subject to satisfactory performance.
Expected commencement date: not later than June 01, 2026.

Eligibility and Required Qualifications

The Ministry invites eligible individual consultants to express interest. Submissions must demonstrate relevant qualifications and experience.

a) Academic Qualifications

• Master’s degree in Accounting, Business Administration, Economics, Public Finance Management, or related field
• Professional accounting qualification (added advantage)

b) Professional Experience

• Minimum five (5) years relevant experience in financial management for donor-funded projects (World Bank preferred)
• Proven track record in multi-disciplinary teams
• Experience with financial software: TOMPRO, ACCPAC, etc.
• Demonstrated experience in financial reporting and budget variance analysis
• Advisory/consultancy experience in finance, accounting, or related fields
• Ability to manage project finances and prepare essential financial reports
• Experience preparing budgets and cash-flow statements
• Familiarity with project audits
• Experience in public finance-related projects (added advantage)
• International project delivery experience
• Strong experience in contract management at managerial level

c) Knowledge and Skills

• Excellent knowledge of multilateral financial institution policies (World Bank, GoL)
• Understanding of procurement practices (national and international)
• Strong analytical, conceptual, and administrative skills
• Ability to plan effectively and manage multiple priorities

d) Other Competencies

• Timeliness, accuracy, high energy, and commitment to quality
• Good judgment, communication, and adherence to process
• Ability to adapt to challenges and changing environments

e) Communication Skills

• Strong communication, coordination, interpersonal and motivational skills
• Ability to work in a professional environment with minimal supervision

f) Computer Literacy

• Proficiency in Microsoft Word, Excel, PowerPoint, and Project

g) Language

• Proficiency in English is required


Conflict of Interest

Attention is drawn to paragraphs 3.13, 3.15, and 3.16 of the World Bank Procurement Regulations (Fifth Edition, September 2025) regarding conflict of interest.

The consultant will be selected under the Individual Consultant Selection (INDV) method.
