Background
The Kingdom of Lesotho, through the Ministry of Finance and Development Planning (MoFDP), has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery Project.
The Ministry intends to apply part of the proceeds for the Procurement of Consultant Services for Electronic Government Procurement (e-GP) System, Readiness Assessment, Strategy Development, Preparation of Tender Documentation and Implementation Roadmap (“the Services”).
The services of the consultant will be required for a period of six (6) months, and the consultant should ensure full consistency with the Terms of Reference. The expected commencement date is 01 December 2025, following a relevant competitive assessment.

Invitation for Expressions of Interest
The Ministry of Finance and Development Planning now invites eligible consulting firms to indicate their interest in providing the Services.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Shortlisting Criteria
- Relevance and suitability of the firm’s core business to the subject assignment.
- Similar assignments completed for the public sector within the last years in the African region.
- Appropriate resource availability, technical, managerial, and financial capability of the firm.
World Bank Procurement Guidelines
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Open Competitive Selection of Quality and Cost-Based Selection (QCBS) method as set out in the Procurement Regulations.
