Background:
The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Regeneration of Landscapes and Livelihoods and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant to Review Environmental Policy 1998.
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures.
IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the Regeneration of Landscapes and Livelihoods Project.
Scope of Services:
The consulting services include:
- Overseeing the planning, implementation, and monitoring of ROLL-GEF-funded activities.
- Mainstreaming climate and environmental considerations within the ROLL project.
- Ensuring that the ROLL project meets environmental and climate objectives.
The attention of interested consultants is drawn to:
- IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy.
- The Revised IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations.
- IFAD Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.

Invitation:
The Regeneration of Landscapes and Livelihoods (ROLL) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a Curriculum Vitae (CV).
A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in IFAD’s Project Procurement Handbook.
Interviews will not be conducted as part of the selection process.

Relevant Qualifications:
- Master’s degree in Environmental Policy, Environmental Management, Environmental Science, Natural Resource Management, Environmental Law, or a related field.
General Experience:
- Minimum of ten (10) years of professional experience in environmental policy formulation, analysis, review, development and implementation.
Specific Experience:
- Prior experience in similar assignments in at least two (2) institutions.
Other Key Competencies:
- Extensive knowledge of the public service regulatory and governance framework.
- Extensive knowledge of multilateral environment and climate change agreements in the context of national obligations.
- Knowledge on harmonisation of sectoral functions for natural resources such as water, land, forests and environment.
- Knowledge of participatory approaches in conducting assessments, policy review and development processes.
- Strong written and oral communication skills in both Sesotho and English.
Conflict of Interest:
Interested consultants shall not have any actual, potential or reasonably perceived conflict of interest.
Consultants with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund.
Consultants are required to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or contract execution.
